The prime ministers have tightened the planned corona measures in a new draft resolution.
In the paper that is available to SPIEGEL, some passages are still unclear.
Overall, however, numerous points seem to have already been established.
According to information from the dpa news agency, the measures have already been coordinated with Chancellor Helge Braun (CDU).
That should significantly increase the chances of an agreement in the consultations with Chancellor Angela Merkel (CDU) on Wednesday.
These are the plans in detail:
In the
retail sector
, the maximum number of customers in the shops is to be further reduced.
"It must be ensured that there is no more than one customer per 25 square meters of sales area in the shops," it says.
So far, the limit is one person on ten square meters.
A
"more generous test option"
is intended to keep infections as low as possible on Christmas days.
How exactly access to corona rapid tests should be simplified has not yet been determined.
A new aspect relating to increased
controls on corona measures
is also vague
.
It is said, for example, that controls are "to be strengthened across the board and that the quarantine regulations are being checked by means of controls that are not suspected of being suspected, especially in the border area."
The
Christmas holidays
are to be brought
forward
to
December 16 throughout Germany
.
This would mean school-free for the entire week before Christmas.
The federal and state governments also appeal to citizens to reduce
contacts to a minimum
.
"This includes largely avoiding private meetings, travel and unnecessary encounters in public spaces," it says.
The
measures are also to be expanded
for the so-called
»vulnerable groups«
.
For example, from December onwards, “a total of 15 FFP2 masks can be handed in for a small personal contribution” for people in particular need of protection.
For residents of nursing homes, the options for receiving visitors are to be expanded: instead of
20, there are now 30 quick tests per month
per person in need of care.
For example, “residents in institutions should be able to receive family visits under the safest possible conditions”.
It is still a draft resolution and not yet fixed regulations.

new regulations will be issued
for
rail travel
.
Overall, however, it can be assumed that the prime ministers of the federal states and Chancellor Merkel will decide on the measures at their conference on Wednesday.
In
contrast, little has changed
in the
measures for schools
.
Alternating instruction should be introduced when the incidence is "above the national average," it said.

It became apparent that the previous template would still be revised - some countries still had significant change requests.
A previous draft resolution had been criticized by CSU boss Markus Söder.
Söder had called for the previous state proposals to be tightened up.
Even the Baden-Württemberg Prime Minister Winfried Kretschmann (Greens) was not entirely convinced of the present concept of the states.
Among other things, he thinks the period of the proposed easing from December 23 to January 1 is too long, said Kretschmann.
