Chief Executive Carrie Lam Cheng Yuet-ngor released his "Policy Address" today (25th), which covered a lot of the future development direction and housing policy of the Greater Bay Area, but did not pay much attention to services for the disabled.

The report stated that the rehabilitation plan will continue to be implemented in accordance with the "Disabled Persons and Rehabilitation Plan Scheme" to further alleviate the pressure of caregivers, including buying places from private institutions to increase temporary care places.

Some associations of persons with disabilities consider this report to be unsatisfactory. It does not meet the actual needs of persons with disabilities, nor does it mention any relevant social welfare.

Luo Weixiang, vice chairman of the Luxiang Disabled Persons Association, believes that it is not ideal to buy a place from a private disabled institution as a temporary dorm.

He pointed out that living in has repeatedly reported to the government the urgency of respite dormitories. "When family members and workers taking care of them (persons with disabilities) have temporary incidents, such as family members who are sick and workers are on vacation, what should they do?" There are only a few homes in the community, and there are even fewer places available. He believes that it is basically difficult for people in need to wait in turn.

He also pointed out that the quality of private hospitals varies, and the care methods for people with disabilities are different. He is worried that private hospital staff may not have sufficient knowledge and expertise to meet the needs. Therefore, he hopes that the government can set up a permanent and fixed temporary Nursing homes are managed by the government and used by people with more severe physical disabilities in emergency situations.

The "Easy Mobility" App has not been updated in time for the disabled to benefit

Regarding the Hong Kong Smart City Blueprint 2.0 mentioned in the report, Zhu Zhuomin, director of the Road to the Disabled People’s Association, believes that the unrestricted access proposed in the past blueprints is a "repair" policy because the government did not plan to Taking into account the needs of the disabled, the existing facilities were improved only after problems were discovered.

Luo Ze believes that the original intent of the "Universal Access for All" plan is good and many facilities have been improved.

"Actually, the construction is fast. Many flyovers now have elevators, which is also convenient for us."

However, he also mentioned that in recent years, the government has launched a trial version of the "Easy Mobility" application for people with disabilities, but the accuracy of the application is far from satisfactory. "There are blind spots in the program, and the place to lead the way is often not accurate enough and needs improvement. There are elevators on the flyover, but they lead to stairs or pedestrian crossings.” The program relies on users to report errors. He believes that government departments should communicate with each other and update program information in a timely manner.

After the program is improved, it can be expanded to 18 districts, making it easy for people with disabilities to travel.

Hope that the government guarantees employment plan to set up employment targets for people with disabilities

As for employment, the government has introduced a job-guarantee program in the past, but it did not specifically address the employment problems of the disabled.

Zhu pointed out that the employment of people with disabilities has also been severely affected by the epidemic, but the government has not done any work to improve employment opportunities for people with disabilities.

He believes that the government can set a hiring target for them, and the government can also hire disabled people first to take the lead and make other companies more willing to recruit them.

Promote subsidized barrier-free taxis to provide incentives to change trains

As for barrier-free transportation, the government has made great efforts to improve bus and railway stations in the past, but it has not paid much attention to other transportation, such as taxis and minibuses.

Luo believes that compared to other transportation, taxis can reach their destination point-to-point, which is more convenient for people with disabilities.

He advocated that the government should follow the example of Japan or New York to popularize barrier-free taxis, so that people with disabilities have a choice.

He also mentioned that there are as many as 10,000 taxis, but there are only about 1,000 barrier-free taxis. Compared with other developed countries, Hong Kong is relatively behind in this respect.

Zhu also expressed confusion about this. The government used to subsidize vehicles to replace environmentally friendly vehicles on the grounds of environmental protection, and even set a substantive goal for him.

However, in barrier-free transportation, the study of its feasibility has been stopped, and there has been no timetable for implementation.

He believes that the government should refer to the practice of changing environmentally friendly vehicles to subsidize as an incentive to encourage vehicle owners to switch to barrier-free vehicles and speed up the popularization of barrier-free taxis in Hong Kong.
