The Ministry of Justice is formulating tonight the final version of the pilot for the opening of the malls, which is expected to begin tomorrow (Thursday).

Due to the legal difficulties the outline raises, because it initially includes the opening of only 15 malls and therefore violates the value of equality, the ministry proposed a combined solution: six large malls across the country will be selected by the Malls Association, and nine more will be selected by lottery.



In order for the outline to take effect on the scheduled date, ministers will be required to approve it no later than tonight.

Apparently, the vote will take place through a telephone poll.

The Corona Cabinet earlier this week approved in principle the outline for opening the malls.

During the meeting, Attorney General Avichai Mandelblit and his deputy, Raz Nizri, warned that the pilot raises more legal difficulties compared to other facilitations taken. The reason is that it is not about opening an entire business group - like all street shops - but only opening some malls. Despite this, with the understanding that if the pilot is successful it will allow a wider opening of the malls, it was decided that there is no legal impediment to starting it.

The malls pilot is expected to continue until December 6, and depending on its results and morbidity it will be decided whether to continue opening.

According to the Ministry of Health, the success of the pilot will be measured using several criteria: at least 90% compliance with the maximum allowable occupancy in the mall and stores according to the outline;

Up to 2.5% violations by non-masked visitors;

Without violations by employees in the mall and in non-masked stores;

And without significant crowds at the entrances to the mall and stores.

The Ministry of Justice is considering a similar solution that will allow the opening of museums as well.



The markets are also expected to open tomorrow.

Unlike malls, however, the markets will not open in a pilot outline, but will open en masse, according to the most stringent guidelines.

Because the markets are open, the health danger of opening them is smaller, and it was decided to open them all at once, without opening a limited number of markets as a pilot.
