The Ministry of Social Affairs and Labor announced the issuance of the National Wounded Card, which is given to the wounded of the Syrian Arab Army, the Internal Security Forces and the auxiliary forces, whose disability rate exceeds 40 percent.
According to what it has published on its official page on the social networking site “Facebook”, the ministry stated that an electronic card will be issued bearing all the features and services that will be provided to the wounded and will be granted starting from 15-1-2021 in the form of a “cardboard” within easy and specific mechanisms that will be announced later. Provided that the permanent electronic card is issued later.
The Ministry indicated that this procedure comes pursuant to Legislative Decree No. 13 of 2019, which includes granting an honor card called “The Wounded Homeland Card” for those injured with a disability of 40 percent or more due to war or war operations or at the hands of a terrorist gang or hostile elements for the following categories: “Military personnel” The army, the armed forces, the soldiers of the Internal Security Forces, and everyone who was wounded while fighting under the command of the Syrian Arab Army.
The holder of a nation’s wounded card benefits from advantages and services, which are the provision of preventive and curative services free of charge in public health institutions. These institutions and services are determined by a decision from the Minister of Health in coordination with the concerned authorities and allocate a number of seats in some colleges of Syrian universities for special consideration in accordance with rules and conditions determined by a decision of Minister of Higher Education and Scientific Research, and priority for admission to university cities and preference to benefit from microfinance programs implemented by relevant public bodies.
The holder of the card shall also have the preference to benefit from the targeted programs for the labor market according to criteria determined by a decision of the Minister of Social Affairs and Labor and exemption from all customs duties for imports of private devices exclusively for their personal use. These devices are determined by a decision of the Prime Minister based on the proposal of the Ministers of Social Affairs, Labor, Economy and Foreign Trade. Exemption from stamp duty in all personal, non-profit transactions with public authorities, from entry fees to archaeological and cultural sites, from fees and taxes for establishing small and micro enterprises for which a loan was granted, and reducing transportation fees by 50 percent for the wounded homeland and one person accompanying him according to what is needed from Public means of collective land, sea and air transport. Conditions are determined by a decision of the Minister of Transport.
