In November 2013, the National High Court issued international arrest warrants for Jiang Zemin and Li Peng, then former Chinese President and Prime Minister respectively.
He accused them of crimes against humanity for carrying out a "systematic and generalized aggression against the Tibetan population."
In February 2014, the Congress of Deputies approved, with a majority of the Popular Party, a proposal that modifies the Organic Law of the Judicial Power and restricts the conditions under which a Spanish judge can investigate crimes outside the national territory.
