Since the anti-revision law turmoil, the education sector has been pursued repeatedly, and liberal studies have been regarded by the establishment as the target of "rectification".

Chief Executive Carrie Lam Cheng Yuet-ngor yesterday issued the fourth "Policy Address" during his term of office, mentioning the need to reform the general education subject of high schools to correct the "alienated" problem.

The Secretary for Education, Yeung Run-hsiung, announced today (26th) that the Liberal Studies will maintain the "Required Compulsory Examination", but will change from seven ratings to only "Passed" and "Failed"; cut half of the class hours and cancel independent research studies (IES), a "Applicable Bibliography List" will also be established, but the textbooks must be approved by the Education Bureau, and subject names will be changed in the future.

Yang Runxiong also pointed out that in the past ten years, the community has been arguing about the liberal arts subject, and there is distrust in this subject, which is "stigmatized" and makes teaching difficult, but he denies that the general education is turned into a national education subject. It is also not a "weakening" subject.

Since its introduction for 11 years, the New Senior Secondary Liberal Studies has been in the eye of politics.

3. The class time is reduced from 250 hours to half, that is, about 100 hours.

To clarify the important learning concepts, under the six major units of Liberal Studies, the original 12 themes will be reduced to 6 themes.

At present, I tend to retain issues related to Hong Kong, the country, the relationship between the country and Hong Kong, environmental protection and world health. It is expected that topics on the impact of new technology on life will be added

4. Cancel independent project study, join inland inspection and study, study national development, constitution and basic laws, laws, etc., and cultivate students' positive values and national identity.

Mainland study will not be part of the HKDSE results.

5. Establish a list of applicable books, which will be approved by the government

Yang: Liberal Studies has been "stigmatized" in the past 10 years

Yang Runqiang explained that in the past ten years, the community has been arguing about the liberal arts subject and has been "stigmatized." There is distrust in this subject, and he questioned how the subject has become a "current affairs subject". Ability makes teaching difficult.

He said that it is hard to say that this change can regain the community's confidence in the liberal arts subject. He also denied that "street" students were affected by the subject, but a series of "kung fu" needs to be done in the curriculum to respond to other voices in the community.

The Task Force for Review of School Curriculum Development submitted its opinions to the Education Bureau two months ago, which was followed up by the Select Committee of the Curriculum Development Council.

Yang Runxiong emphasized many times at the meeting that the changes are based on the group’s professional opinions and generally adopted the report’s recommendations. "It’s only "details", not the same." It's a brand new field, not a field you don't know." It also refers to the implementation of the meeting to the Curriculum Development Council for follow-up.

He also pointed out that if changes have been proposed, the responsible approach is to "push as soon as possible." "If you do it in September next year or the next school year, you won't hesitate to do it."

Yang Runqiang denied that the subject of general education was turned into a national education subject, and emphasized that the content of national education has always existed, and that the subject also teaches basic law and other related content.

Otherwise, change to "National Education Section" and change the name to have a "new beginning"

Yang Runqiang denied that he had changed the Liberal Studies subject into a "national education subject" and emphasized that the content of national education has always existed, and that the subject also teaches related content such as the Basic Law.

Regarding the subject need to be renamed, he believes that there is no problem with the subject name, but some people think that there is a bad association or meaning, so the name is changed in the hope that this subject will have a "new beginning", emphasizing that the name is not a new subject, nor is it for "Liberal" Words have opinions.

Yang also denied that "weakening" subjects and did not think it would have a great impact on teachers, but questioned whether it is necessary to distinguish between different abilities of candidates. "The basic level of students' abilities is sufficient, and there is no need to classify different levels." He continued. "Don’t score again, don’t make your mind read, you can learn well with less pressure on study, don’t consider study norms."

Yang pointed out that the entire high school curriculum structure has not changed much, but the content has been changed. It does not think that it will affect the international acceptance of the general education. He also pointed out that some overseas universities may not necessarily look at the general education in admissions.

He pointed out that this change will be followed up with the HKEAA, and will also discuss with universities a plan for linking up with the University Joint Admissions, and will be announced as soon as possible.

A spokesperson for the HKEAA said that the public examinations for the General Education Subject of the Hong Kong Diploma of Secondary Education Examination are set in accordance with the "General Education Curriculum and Assessment Guidelines (Secondary 4-6)" and the "Assessment Syllabus" for the subject.

The HKEAA will study recommendations related to public examinations and assessments, and follow up with relevant subject committees and public examination committees in accordance with the established mechanism.
