The Prime Minister rejected Thursday the bill of the parliamentary group Agir, favoring a text drafted by the government whose outlines remain unclear.

Jean Castex confirmed on Thursday the executive's intention to strengthen the isolation of Covid-19 patients.

The objective was set Tuesday by the head of state during his speech.

"If we want to avoid confinement, we must be more restrictive with regard to those who have the virus"

, explained the President of the Republic.

"Indeed the question of the effectiveness of the isolation is part of the panoply of measures"

which should allow

"to improve the full effectiveness of our strategy of testing, tracing and isolating people"

, indicated the Prime Minister at his press conference.

"We look at what is happening in foreign countries

," he said, while several countries strongly sanction those who brave their isolation.

The objective of the executive

"will result in a bill tabled by the government,"

said Jean Castex, who thus rules out the bill tabled Wednesday by the Agir group.

This provides for a fine of 1,500 euros for patients and contact cases who break their isolation.

In addition, it provides a financial bonus for people forced into isolation of 30 euros per day, in addition to sickness insurance compensation.

“Not that the bill is not interesting, but we want to have our own text,”

continued Jean Castex, recalling that Parliament would of course have to debate it.

The text of the Agir group had been very badly received in the ranks of the majority.

“It is a contribution to the debate which is untimely and inappropriate in its inspiration.

We will always remain the group which defends public freedoms, which will prefer responsibility to constraint, ”

the president of the MoDem group, Patrick Mignola

,

told

Le Figaro

.

Adding:

“The issue of isolation is part of the strategy to fight the virus.

But starting the debate with proposals for sanctions seems to me to be a very bad idea.

Rather, we must work on persuasion and support ”

.

The general delegate of the Republic on the march, Stanislas Guerini, had also said he preferred to

“encourage”

and

“put the package on support”

rather than sanction.

"Support as individualized as possible"

The Prime Minister did not specify Thursday to what extent the isolation would be made more restrictive.

"Our intention is not to control in order to control, to impose a constraint, it is to ensure better respect for isolation and whatever measures we take to this end they will be accompanied by medical support. and human reinforced, ”

he said.

Jean Castex above all said he wanted

"to strengthen the most individualized support possible to ensure that this isolation is not only effective but better accepted and therefore more effective"

.

Last Friday, during an exchange with caregivers in Brest, Jean Castex expressed his doubts about compulsory isolation:

“I am convinced that if you tell people: 'You have an obligation to isolate yourself', they will not will not be tested. ”
