In Bavaria, more offenders were convicted in 2019 than in the previous year.

Nevertheless, the Free State is very safe, emphasized the Minister of Justice.

But there are a few areas that worry him.

  • Justice Minister Georg Eisenreich has presented the conviction statistics for 2019.

  • The Bavarian courts sentenced 121,250 people - that's slightly more than in the previous year.

  • There was an increase especially in the areas of child abuse and sedition.

Munich

- "The risk of falling victim to a serious crime in Bavaria is very low." Justice Minister Georg Eisenreich (CSU) emphasized when presenting the prosecution statistics for 2019. According to this, 121,250 people were convicted last year, over 82 Percent of them were men.

There are 4885 more convictions than in the previous year.

90,409 offenders received a fine, 18,702 a prison sentence, which however was often suspended.

6,663 people went to prison.

The most common offenses were road traffic offenses, property, property and document offenses as well as theft and embezzlement.

More child abuse judgments

But developments in other areas are particularly worrying.

There has been a sharp increase in child sexual abuse.

308 offenders were convicted in 2019 - 57 more than in the previous year.

There were also 373 convictions for possession of child pornography - another 25 percent increase.

Eisenreich therefore called for child pornography forums to be targeted more closely: "Anyone who runs a marketplace for pedo criminals should be behind bars for at least three years."

The courts sentenced 1,557 people for crimes against sexual self-determination - an increase of around ten percent.

"The tightening of the criminal law affects the convictions," said Eisenreich.

There were 116 judgments for rape - a decrease of 14 percent.

The number of convicted stalkers, on the other hand, rose from 60 to 103.

91 of them were men.

Strong increase in hatred and agitation

It is also worrying that, at 259, almost twice as many people were convicted of hate speech than in 2018. At that time there were 130. “Anyone who wants to protect freedom of expression must resolutely fight criminal hatred and agitation,” said the minister.

This would poison the social climate.

In Bavaria there is a hate speech officer and special departments at the public prosecutor's offices.

Eisenreich called for a reform of the criminal offense law, some of which is 150 years old.

“We have a new dimension in the area of libel crime through digitization,” he said.

"Insults on the net have a completely different scope than was previously the case at the regulars' table."

The SPD regards it as a good sign that more judgments were pronounced in 2019.

"But that shouldn't hide the fact that the staff cover in the judiciary is still sewn to the edge," said parliamentary group leader Horst Arnold.
