Hong Kong’s housing supply shortage and traffic congestion have been plagued for many years. Chief Executive Carrie Lam issued a "policy address" yesterday (25), stressing that he will not abandon the Lantau Tomorrow Vision plan, and will study innovative financing options, while developing local transportation to connect the north of Hong Kong Island. And Lantau Island to ease traffic flow.

Lam Cheng also pointed out that 330 hectares of land has been found to build 316,000 public housing units, which can meet the long-term plan for the next ten years, mainly from agricultural land and brownfields in the north of the New Territories, as well as 9 urban sites and Fanling Golf Part of the ground is used for the stadium, but the questioned figure "has water."

The government will also increase the number of transitional housing units and study funding non-governmental organizations to rent suitable hotels and guesthouse units with low occupancy rates.

[15:21] I was asked about the amount of land that the government found to meet the ten-year housing construction plan for the first time. Does it "have water"?

And why not all of the Fanling Golf Course was taken.

Wong Wai Lun stated that some of the 300 hectares of land from Kwu Tung North, Fanling North and Hung Shui Kiu New Development Area have entered the relevant planning process and are confident in the completion time; the remaining 40% of the land comes from 210 rezoning areas. Two-thirds have been completed, most of the planning has been completed, and the time has been mastered.

He said that he understands that the people are worried and let the government know that it cannot relax.

[15:14] Regarding the financing arrangements for Lantau tomorrow.

Huang Weilun said that the authorities will consider different options, including the first city model, the development rights model, or the railway plus property development model. The government does not even need to pay for reclamation but instead has income. The authorities will definitely study the financing arrangement carefully. The research funding is approved, and the research will be carefully considered.

[14:49] I was asked whether the Census and Statistics Department had assessed the slowdown of Hong Kong’s population growth in 2039, and whether it is necessary to reassess the Lantau Tomorrow Project.

Huang Weilun explained that although the population growth rate has declined, the total population will still rise. Housing needs to refer to the number of households. The total number of households in Hong Kong will increase to more than 3 million, and the number of households will fall from 2.8 to 2.6. The number of households continues to grow.

The estimated population of Hong Kong in 2051 will reach 8.85 million. There is still a housing need for an additional 700,000 people, and we must be prepared.

Huang Xuhui pointed out that Hong Kong’s population is rapidly aging, and housing for the elderly requires more space than young people. For example, the toilets have to accommodate wheelchairs, which many units cannot do, so there is a large demand for land.

Hong Kong is also facing dual aging. Except for the population, the housing is aging. After 30 years, there will be more than 300,000 units of over 70 years old, which is a few hundred times more than the current one.

The URA pointed out earlier that nowadays, many areas are high in density, and the area may be low in density after redevelopment. There will also be pressure on land demand.

[14:37] I was asked why it was necessary to cooperate with Zhuhai Airport through a shareholding, and why the Kai Tak monorail plan was finally shelved after more than 10 years of research.

Chen Fan said that the long-term cooperation between Hong Kong and Zhuhai Airport will bring opportunities after the opening of the Hong Kong-Zhuhai-Macao Bridge. For example, the combination of the mainland network cycle and Hong Kong's international cycle will bring business opportunities.

He described that there will be better synergy in business operations through equity participation.

Wong Wai-lun said that after the authorities conducted a detailed technical assessment, some of the problems were difficult to overcome. The roads in the area were narrow and there were fire-fighting problems; and the route had to cross the Kwun Tong bypass, which was too oblique for the monorail, so it is recommended to use other road transportation instead. .

[14:27] The Secretary for Transport and Housing, Chen Fan, said that housing shortage is a topic of concern in Hong Kong. The government is continuing to increase housing supply and make good use of existing housing resources while continuing to increase the supply of public housing.

The authorities have found 330 hectares of land to build 316,000 public units to meet the demand for 301,000 housing units in the next ten years. The authorities will explain this in the 2020 Long-term Annual Progress Report.

The redevelopment plan of the Shek Lei Transition House of the Housing Authority will be emptied in 2022. After the plan is approved by the city plan, the redevelopment is expected to be completed in 2028, providing 1,600 units.

The authorities will also rebuild three industrial buildings as public housing. The study is expected to be completed in the first quarter of 2021. The rezoning process will be initiated in accordance with the Town Planning Ordinance. It is expected that 3,000 units will be provided.

As for the Tai Hang Sai Village Redevelopment Project managed by Ping Ping Building Company, it is expected to provide 3,300 units, which is double the existing 1,600 units.

In terms of home ownership, Chen Fan described that public housing rental is a safety net and a consistent and very important policy. At the same time, the authorities will strive to provide choices for low- and middle-income families who want to buy homes.

The sale of 3,700 units of Greenhouse is still in progress due to the delay of the epidemic.

The next 4,700 units will be launched next year, and the first 2,100 units will be launched in May.

The remaining units will be decided according to the first phase of sales. They can be treated as subsidized sale and public housing for rent. They are very good revolving doors and the authorities will make appropriate adjustments.

Wong Wai Lun pointed out that he hopes that the research on reclamation in the central waters will be supported and Lantau can be launched as soon as possible tomorrow.

[14:17] Wong Wai Lun pointed out that only land reclamation can be used to obtain real new land. Funds for research on reclamation involving the central waters of Lantau tomorrow will be reviewed by the Finance Committee of the Legislative Council tomorrow. I hope that the plan will be supported as soon as possible. Get on the horse.

As for the study on re-planning Tuen Mun West and Lung Kwu Tan reclamation, funding applications will be made later.

As for the superstructure development of the MTR Siu Ho Wan Depot, the authorities have drawn up an outline plan for a 30-hectare site, which can develop 20,000 units in the medium to long term. About half of them are subsidized-sale houses and the rest are private buildings.

There will be a new railway station and a new community in the area. The first phase will start in 2024, and the first batch of 6000 units will be occupied in 2030.

As for land along the Northern Ring Road, the authorities will step up the development of railway projects to promote the 90 hectares of housing land in Xintian, Niu Tammei and Autou along the line. It is hoped that 70,000 units will be supplied and the ratio of public to private housing is 7:3.

As for the Active Hong Kong Island South Project, it will be promoted by a multi-professional team office, hoping to upgrade Aberdeen cultural and leisure facilities, revitalize industrial buildings, rebuild and remodel, and provide space for cultural and artistic operations in new industries.

At the same time, the authorities will study redevelopment and the construction of facilities in the area based on the principle of one site for multiple uses, and use local beautification and minor works to improve pedestrian accessibility.

[14:05] The Secretary for Development, Wong Wai Lun, said that the development of Fanling North and Kwu Tung North is underway, and private residential development sites have been included in the land sale. It is expected that the first batch of houses will be completed by 2026.

The Tung Chung East Development Area project started in 2017. The land was handed over to the Housing Authority in March this year. It is expected that 10,000 public housing units will be completed by 2024.

As for the second phase of the Hung Shui Kiu development project, it was launched in September; the Yuen Long South Development has entered the statutory planning process, seeking to apply for funding from the Legislative Council for the first phase of the development in the second half of next year.

As for brownfields, 803 hectares of land have been developed into houses one after another. Planning work for the remaining 450 hectares has been completed, and some housing will be provided. It is expected to supply 20,000 public housing units.

Three squatter areas in the urban area will develop high-density housing, which will be under the responsibility of the Housing Association. Construction will start in phases from 2025. It is expected to provide 6,300 urban public housing units.

As for the 32-hectare high-density housing study at Fanling Golf Course, it is expected to be completed early next year, and it will be completed after it is returned to the government in 2023 and used for public housing development.

For the land sharing pilot plan, the authorities have temporarily received 10 project enquiries and will announce them in due course.
