Superintendent Alan Chung, the Criminal Headquarters of West Kowloon Region, stated that the police locked up an international drug cartel earlier, and criminals used novel and rare methods to transport large quantities of drugs to Hong Kong and supply them to the market in West Kowloon.

At about 6:45 pm the day before yesterday (25th), the detectives found the drug factory involved in a warehouse in Kwu Tung, Sheung Shui and arrested a 32-year-old Pakistani man on the spot. He reportedly was unemployed and holding street paper.
