As part of the pilot, rules were set in which the malls will be required to meet this period.

The mall operators must appoint ushers whose job it is to wake people up and inform them about regulations, as well as to keep a record of violations for control purposes.

In addition, they will be required to keep a computerized record of the number of visitors to the mall, without identifying details, for regulatory purposes.

Activists should also prevent gatherings, and inform employees and store owners and instruct them on guidelines.

The permissible occupancy in the malls will be in the ratio of one person to seven square meters at most. Even within the stores, the permissible occupancy will be in the ratio of one person to seven square meters, when the total number of people does not exceed ten.

Essential stores will continue to operate at the currently allowed occupancy.

The fine set for exceeding the occupancy allowed by the owner or operator of the mall will be NIS 5,000, instead of NIS 2,500 as applies to other businesses.

The malls pilot is expected to continue until December 6, and depending on its results and morbidity, it will be decided whether to continue opening.

According to the Ministry of Health, the success of the pilot will be measured using several criteria: at least 90% compliance with the maximum allowable occupancy in the mall and stores according to the outline;

Up to 2.5% violations by non-masked visitors;

No violations by employees in the mall and in non-masked stores and no significant crowds at the entrances to the mall and stores.
