The word "
feeling
" is not neutral.
We remember the long semantic debates on the “
feeling of insecurity
” experienced by the French.
The expression implies that it is more of a feeling than a reality.
However, this Thursday, in
La Voix du Nord
, Éric Dupond-Moretti, the Minister of Justice, declared that, "
what ruins the lives of our fellow citizens is the feeling of impunity
", implied: the French would feel that delinquents would go unpunished.

This feeling “
deteriorates the authority of the State and the bond of trust which unites the State to the French.
Against this, the penal response must be systematic and rapid, especially for petty crimes: 'You break, you repair;
you dirty, you clean,
”said the Minister of Justice, acknowledging that this is not sufficiently the case.
However, several times, the minister welcomed a figure, that of the penal response, which would exceed 90% in France.
