Carrie Lam said that civil servants are employees of the Hong Kong Special Administrative Region and have the duty to support the Hong Kong Special Administrative Region. She pointed out that someone from the outside world understands that oaths are a condition of employment. Clarify the concept, because civil servants themselves have this responsibility and obligation, so unless they can’t do it technically, they don’t see the need to proceed in stages.
When asked whether the government intends to submit amendments this year to improve the arrangements for public officials to take oaths, whether the arrangements will cover district board members, Carrie Lam said that it is still necessary to discuss and study carefully, including what is meant by public officials, because some people think it should be issued by the government. Salary is used as the standard, and some opinions consider whether the position has public power as the standard. For example, the Securities Regulatory Commission has great public power, so it is not convenient to disclose it at this time.
