Syria reaffirmed that it has fulfilled all its obligations regarding the Chemical Weapons Convention, stressing that the escalation and defamation campaigns carried out by the United States and its Western allies by spreading lies to distort the image of Syria and mislead public opinion will not affect its determination and will to continue to implement its obligations.

Syria's permanent representative to the Organization for the Prohibition of Chemical Weapons, Ambassador Bassam Sabbagh, told the twenty-fifth session of the Conference of States Parties to the Convention on the Prohibition of Weapons: “Since Syria joined the Chemical Weapons Convention in 2013, it has fulfilled all its obligations and accomplished the perfect and unprecedented destruction of its chemical weapons and production facilities. Under difficult and complex circumstances during which it faced a war on terror over the entire Syrian geography that lasted for several years.

Sabbagh added: What Syria has done clearly expresses the extent of its keenness to implement its obligations under the convention, while a state party to the convention is the United States, whose accession for many years has passed, and is still to this day lagging in destroying its huge arsenal of chemical weapons and its production facilities and exceeding Deadlines set by the decisions of the Executive Council.

And Sabbagh added: Syria stresses the need for serious work to achieve the universality of the agreement and urges the Organization for the Prohibition of Chemical Weapons to redouble its efforts to invite "Israel", which has not yet joined the agreement, to join as soon as possible to ensure the establishment of an effective global regime against chemical weapons, pointing out that Syria supports the evacuation of an area. The Middle East is one of weapons of mass destruction to ensure the achievement of regional peace and security, which will not be achieved without obligating Israel to join all international agreements to prevent the spread of weapons of mass destruction, including the Chemical Weapons Convention.

Sabbagh clarified that the repeated attacks committed by "Israel" in the Middle East, especially against the Syrian sovereignty, are evidence of its threat to the security and stability of the region and proof of its involvement in supporting terrorist groups and impeding their defeat by the Syrian Arab Army.

Sabbagh affirmed that Syria categorically rejects the use of chemical weapons by any party, under any circumstances and wherever it is, and affirms that it has never used any chemical materials as weapons in any Syrian village or city and that it no longer possesses any chemical weapons since its destruction in 2014 and witnessed This is the organization’s teams and its reports, and this is the truth from this standpoint. Sabbagh pointed out that Syria welcomed the request of the Technical Secretariat to conduct the seventh inspection round at the Center for Scientific Studies and Research and take samples and bring them to the organization’s laboratory and remove remote monitoring devices from underground facilities after completing the five-year period of the Executive Council’s decision regarding it, and Syria provided the organization’s team with all the necessary facilities. To successfully carry out his mission and protection in the interest of his safety and security, it also allowed the inspectors unrestricted access to all places that they wanted to search, freely and with the full cooperation of the Syrian National Committee. The initial inspection report showed that no chemicals or any activities prohibited under the convention were found.

Sabbagh expressed the surprise of the Syrian delegation to the organization at the continuing approach taken by some Western countries in covering up the crimes of terrorist organizations, as well as justifying the attacks committed by a number of Western countries on the sovereignty of Syrian territories under the pretext of the allegation of the use of chemical weapons, preempting any investigations of the fact-finding mission and the filing of accusations. It is baseless based on fabricated facts and suspicious samples provided by the terrorist group "White Helmets", fabricated information and forged testimonies from sites that do not have any credibility, such as the "Syrian Archive" site.

Sabbagh stressed that, in return, Syria continued to cooperate with the fact-finding mission and provide all the facilities necessary for its work, and it regrets that the mission did not comply with the provisions of the agreement, the requirements of the verification facility and the document of reference conditions for its work, noting that Syria has repeatedly expressed its serious concerns about the methods of work of the investigation mission and has officially requested to review and update it to reach To correct conclusions and make its reports more professional and credible. Therefore, I regret the issuance of several reports on the fact-finding mission that do not denote high professionalism or technical professionalism and commitment to the verification facility and the principles of technical procedures in the investigation.

Sabbagh indicated that the mission's final report on the Aleppo incident is a clear example of these wrong methods .. while the fact-finding mission refused to make visits to the sites where the organization was informed of terrorist attacks and the use of chemical materials as weapons by terrorist organizations, in its report it relied on the theory The reality is distorted and scientifically unacceptable in complete disregard for the information, evidence and documented information provided by two states party to the organization to the mission based on the field investigation carried out by their specialized teams, which confirms that an attack with chemical weapons has occurred in Aleppo by terrorist groups and despite all that the mission failed to prove the use of chemical materials Samama killed more than 125 civilians in Aleppo on 11-24-2018, which raised fundamental questions about the credibility of the investigation mission's work and report.

Sabbagh indicated that after the professional scandals in the reports of Douma, Al-Lataminah, Aleppo and others, it has become unacceptable to remain silent on the fact-finding mission continuing to work according to these wrong methods, stressing that the American and Western pressure that stands in the way of correcting it is another evidence of the politicization of the organization's work and creating polarizations within this organization to use it. Sabbagh renewed Syria's position on the illegality of establishing the so-called investigation and identification team and its complete rejection of its work mechanisms and the incorrect conclusions reached in his report, which aimed to falsify the facts and accused the Syrian Air Force of using toxic chemicals in 2017 in the town of Al-Lataminah. Syria reiterates its categorical denial of using any Toxic chemicals in this town or in any other Syrian city or village and confirm that the Syrian army forces do not possess such weapons and have not used them at all. He pointed out that the Executive Council’s decision deliberately ignored the two national documents submitted by Syria and Russia in response to what was stated in the report of the investigation and identification team, which included scientific explanations that show the gaps and contradictions in the report of the investigation and identification team, and that a careful reading of this decision leads us to say that it was drafted. He resorted to a manipulation of terminology and tried to impose a fait accompli to convert the hypotheses into facts and firm charges. Therefore, Syria calls on the party-states that are keen on their sovereignty and free decision to reject American and other Western dictations and stand against their attempts to use this technical organization as a tool in a geopolitical game. Consequently, he rejected the draft resolution and voted against it to save the organization from further deterioration and to prevent slipping towards serving the goals of countries with hostile political agendas that want to implement them in our region.

Sabbagh also called for an end to the accusations and the anti-Russian incitement campaign and the establishment of transparent practical cooperation with it in accordance with the provisions of the agreement and activating technical and political dialogue through diplomatic channels as the only way to uncover the circumstances of this issue, noting that Syria welcomes in this field the Russian Federation's invitation to the Technical Secretariat to conduct a technical visit.

With regard to the draft decision on the organization's program and budget for the year 2021, Sabbagh explained that the project involves many concerns for a large number of delegations due to the existence of issues of concern to many states parties and should have been taken into consideration and approved by consensus, indicating that what made the issue more complicated was resorting to placing all budget items in A comprehensive draft decision despite awareness of the existence of controversial items related to the funding of the so-called investigation team and the identification of lacking legitimacy from the regular budget and the use of the 2018 cash surplus without the consent of the States Parties to this, in addition to making cuts in the funding of programs related to technical assistance and capacity building for developing countries on Calculating additional funds for other programs, indicating that Syria calls on all member states to pay attention to these serious concerns and work towards restoring consensus regarding the approval of the organization's program and budget for 2021.

Sabbagh concluded by saying: Syria calls for international cooperation to confront the imposition of restrictions by some countries on the transfer of scientific technology for peaceful purposes to developing countries and subject them to illegal unilateral sanctions, in addition to the imposition of these countries illegal unilateral coercive measures against some other countries with the aim of preventing them from achieving economic and scientific development To its people and prevent them from using chemistry for peaceful purposes in clear violation of the provisions of the Convention and international law.
