Smart ideas on mobility and building ecology instead of big wallets: The municipality awards land to a group that decides to live together.

Applicants must meet a number of criteria and provide a concept.

The municipal council has now tightened the award procedure.

Holzkirchen

- Mayor Christoph Schmid (CSU) is in good spirits: "We are getting closer to the topic with regular steps." Robert Wiechmann (Greens) thinks: "Holzkirchen is taking a completely new path here." At least by the standards of Holzkirchen.

Such projects have long been a reality elsewhere.

The Holzkirchen municipal council has now dealt with the construction project in the Maitz development area.

Natalie Schaller from the consultancy office ,stattbau münchen GmbH, presented criteria for the award procedure.

Ideas for communal living are in demand

As reported, the market does not award communal building land to the highest bidder, but to groups with a convincing concept for communal living.

Among other things, spiced up with smart ideas in matters of mobility, neighborhood and building ecology.

Affordable housing is also a goal.

It is an area of around 2,300 square meters on the western outskirts of Holzkirchen.

Two houses are to be built, both of which will go to a cooperative or a building group.

At an on-site meeting in October, four groups of interested parties presented themselves.

The best applicants are allowed to build in the end.

The call for applications is planned for the first quarter of 2021, the application period should last three months.

In order to get more planning security, at least 20 percent of the residents must be named when applying.

In order to ensure that the implementation is realistic, interested parties must meet minimum requirements: For example, they should name professional support and provide a rough cost estimate.

Therefore, an appraiser on behalf of the municipality should first determine the market value of the property as well as the ground rent, added Schaller.

No bonus for "locals" - but for locals

According to the market builder Florens Hintler, the entry criterion is that locals are present.

According to Schaller, a quota of 50 percent can be set for the local population, which resulted in a consultation with lawyers.

She warned against using the term “locals” as that was legally critical.

Robert Wiechmann (Greens) pleaded for the term “indigenous population” - as he joked - to be formulated in such a way “that it won't fly around our ears later”.

Johannes Dörder (CSU) wants "young people from Holzkirchner to get home ownership".

Schaller recommended specifying the scope of the application documents specifically in order to get comparable results.

Once all the documents have been submitted, the administration and thestatt office take over the preliminary examination.

Then a committee, consisting of administration and politics (for example with mayor and parliamentary group representatives) formulates the award recommendation.

It also conducts job interviews.

The municipal council then makes the final decision.

According to Schaller, the free reservation phase lasts 18 months, with an option to extend it to six months, which may incur costs.

“In this phase we ensure the quality,” explained the consultant.

Applicants must adhere to certain steps, such as submitting a preliminary plan.

Karl Bär (Greens) wanted to know whether there was a "deadline" for small delays.

Town hall chief Schmid pointed out that you are in constant contact with interested parties anyway.

That serves as an early warning system.

"If there is a problem, our administration accompanies the process." Sebastian Franz (CSU) advocates a time limit: "We do not want a permanent reservation project."

Torsten Hensel (FWG) is enthusiastic about the project: “We think there is a need and interest.” He believes that the Maitz project can be a blueprint for further projects.

Elisabeth Dasch (SPD) nodded: “The model can certainly be copied.” In the end, the local council voted unanimously in favor of the award procedure.

The administration is now preparing the tender.
