Former Hong Kong Secretary General Huang Zhifeng, member Zhou Ting, and chairman Lin Langyan were charged with inciting and participating in unauthorized assembly for participating in the encirclement of the police headquarters on June 21 last year. Among them, Huang Zhifeng had been charged the night before the incident. He once mentioned siege of the police chief in the communication program of his mobile phone. The next day he used a loudspeaker to communicate with people at the scene several times. He was accused of taking a leadership role and charged with organizing an unauthorized assembly.

The three had pleaded guilty earlier and were remanded. The case was sentenced at West Kowloon Court today (2nd).

3 defendants: Huang Zhifeng (24 years old), Lin Langyan (26 years old) and Zhou Ting (23 years old).

They were jointly charged with a crime of "inciting others to knowingly participate in an unauthorized assembly", which accused them of illegally inciting people at the scene to participate in an unauthorized assembly on June 21 last year on Harcourt Road in Admiralty.

Huang was also charged with "organizing an unauthorized assembly", alleging that he organized an unauthorized assembly outside the Wan Chai Police Headquarters on the same day.

The crime of "knowingly participating in an unapproved assembly" originally alleged that Huang Zhifeng and Zhou Ting committed the crime outside the police chief on the same day, but the prosecution finally decided not to prosecute Huang for this crime.

The case was handled by Magistrate Huang Shili; Huang Zhifeng and Zhou Ting were represented by Senior Counsel Luo Yinggan, and Lin Langyan was represented by Barrister Tan Junjie.

The three pleaded guilty.

The case said that at 11 o'clock in the morning that day, more than 400 demonstrators gathered on Harcourt Road. Among them, Huang and Lin used loudspeakers to call for the police chief, and Zhou also shouted.

Afterwards, the crowds marched towards the Armory Street. Some demonstrators blocked the police car from entering the police chief. Huang Yu said there had two entrances and exits. "I believe you all know the division of labor and cooperation." Lin called the slogan beside , Clap and respond.

The prosecution also described Huang as actively playing a leading role, delivering messages and issuing instructions at a higher position outside the police chief, including calling on demonstrators to call more friends to surround the scene, asking Lu Weicong to negotiate, and denying the sincerity of police experts.

By 10 p.m., about 9,000 demonstrators occupied multiple roads outside the police headquarters. Huang later asked the demonstrators to keep their strength, exchange news, and voted to show their direction.

The police seized Huang Zhifeng's mobile phone afterwards.

According to communication records, the night before the incident, Huang said that due to the closure of the government headquarters, it is estimated that the masses would occupy the area along Longhe Road. He planned to "start the wind and call for Admiralty to gather at Xia Yi Garden" at noon and "fuck past the police headquarters at 2 pm" Outflank two entrances and exits, surround the police headquarters," and broadcast the police riot scene in the evening.

On the afternoon of the incident, Huang stated that the operation had achieved the purpose of siege, but no one was injured.
