The report stated in the section on China that Chinese civil society has been subject to many restrictions, but now the space is getting smaller and smaller. Individual rights such as civil rights, freedom of speech and press, academic and belief freedom are also restricted, and some human rights lawyers have been sentenced Been in prison for many years.

The German government stated that in Hong Kong, the introduction of the "Hong Kong National Security Law" has worsened the power situation and facilitated the Chinese security agencies to crack down on Hong Kong's civil society, opposition figures, and independent media. As a result, the "one country, two systems" principle of ensuring Hong Kong's high degree of autonomy has been evaded.
