2020-12-04T19:18:33.478Z

We take a look back at the grains of sand in this gear that resulted in the beheading of a history and geography professor.

For two weeks, the principal of the college of Bois d'Aulne in Conflans worked tirelessly.

By accompanying Samuel Paty the day after his course on freedom of expression, during which the teacher showed

Charlie Hebdo

cartoons

representing Muhammad, by exchanging with the parents of the students to calm the climate, by filing a complaint at the police station, October 13, alongside the professor.

The report of the General Inspectorate of National Education on the course of events at the college, before the attack of October 16, concludes that the

"responsiveness"

of the establishment, but also of the departmental and academic services of the institution. .

It is

"without delay"

that

"the necessary reports"

were made within the National Education, as well as at the direction of the prefecture, the police services and territorial intelligence, explains this 22-page report, published on December 3.

But in this case, of which

"nobody

" could foresee the

"tragic outcome"

, the inspectors pinpoint flaws in the transmission of information within the National Education and between the services of the State.

They also point to the uncontrolled runaway on social networks, following defamatory videos posted by a father of a student.

Which, accompanied by an individual registered S, had come to request the "radiation" of Samuel Paty to the principal of the college on October 8.

We take a look back at the grains of sand in this gear that resulted in the beheading of a history and geography professor.

● The quality of territorial intelligence questioned

One element of the report suggests that the police were not infallible.

On Monday, October 12, while spirits were on fire on social networks, the security advisor to the rector of Versailles relaunched the territorial intelligence service (RT) by transmitting the links to the videos.

She has an exchange with her intelligence correspondent about the gravity of the situation, who it seems, greatly underestimates the problem.

According to the statements of the security adviser, he "

tells him that Mr. Sefrioui is not an imam, that he does not have an important listening ear with the Muslim community, that the Muslim associations of the sector have not relayed his message and that Mr. Chnina, meanwhile, seems little followed by the parents of students

● Social networks poorly monitored

The inspectors note that the alert on the presence of

“posts”

or

“videos”

on social networks was given, as the case may be, by parents of students or by a teacher.

The national education hierarchy was not able to assess the danger itself… “In

view of the challenge today of the presence on social networks of content relating to the school environment, (… ), it appears necessary to set up or increase the power of social network monitoring units able to accomplish this mission with the best possible efficiency

,

the inspectors estimate.

● Too much confidentiality within the National Education

The father and mother of the teenager filed a complaint on Thursday, October 8, at the police station, against Samuel Paty.

The rectorate's security advisor was informed on October 9, while the principal, yet on the front line, would only be aware of it at the beginning of the following week!

The inspectors note that

"experience has shown that confidentiality obligations can sometimes be an obstacle to the fluidity and, in particular, to the reciprocity of the sharing of information between the actors concerned"

.

The extension of the confidential defense clearance for certain officials could be likely to facilitate the exchange of sensitive information, the inspectors believe.

● Better control of people entering colleges recommended

Was the principal of the college wrong to accept in her establishment the self-proclaimed Imam Sefrioui, who accompanied the angry father?

Some parents may feel the need to be accompanied by a person of their choice when they are dealing with National Education.

No legislative provision opposes it.

However, in the context of the implementation of the Vigipirate plan, the ministry recalled that the identity of people outside the establishment should be systematically verified.

The inspectors recommend specifying in a memorandum the practical modalities according to which this support role can be exercised.

● Did Samuel Paty make a mistake?

On October 5, as part of his civic and moral education course, Samuel Paty discusses the

"situation dilemma: to be or not to be Charlie"

, with his fourth 5 students. He suggests to students fearing to be shocked by go out into the hallway.

Five students leave the classroom.

On October 8, accompanied by the principal, he explains to the fourth 5, without apologizing, that it is for the sake of protecting them that he suggested they leave.

On October 9, he met the secularist referent dispatched to the site.

This does not question the fact of having shown caricatures, but explains that getting students out is

"a mistake"

.

Samuel Paty recognizes

"an awkwardness"

● Was Samuel Paty supported by his superiors and colleagues?

Reading the report shows the principal's full support for Samuel Paty, as well as her repeated warnings about a situation she considers serious.

In accordance with the instructions received, she goes back to the “establishment facts” application, contacts the police referent, gets in touch with the secularism referent, informs the mayor.

On October 9, fearing a risk of demonstration, she does not want Samuel Paty to return home alone, on foot.

She advises him to travel with his personal vehicle.

The weekend of October 10, the deputy academic director, worried that the name of the professor is mentioned in a video which circulates a lot, invites Samuel Paty to file a complaint.

On the side of the three other history-geography teachers of the college, the idea emerges, on October 9, of sending a letter to the history-geography inspector to indicate that they do not have the same approach as Samuel Paty.

Idea finally abandoned because it is not unanimous.

The weekend of October 10, in an email to the teaching team, a French teacher and another of history-geography declare that they do not support their colleague.

They accuse him for one of

"having altered the bond of trust (...) with the families who have chosen public school"

and of

"endangering the entire college community"

and for the other

"To serve the cause of freedom of expression"

and to have

"committed an act of discrimination"

.

On Monday,

"professors express their discomfort, their concern, even cry, tensions arise between some"

, writes the report.

Some mentioned the possibility of exercising their right of withdrawal.

The secularist referent, in the context of a mediation meeting, calls on the teaching team to cohesion and solidarity.
