- Mayor Tobias Eschenbacher (FSM) had to “look a bit incredulous” on Thursday.

The city council had just approved the budget for 2021, probably the most difficult budget in the city for decades due to the pandemic - unanimously.

And as we know, this is a rarity in Freising even in normal times.

After various consultations in the finance committee, the final figures were now on the table.

An important change had occurred since the last consultation, as Kämmerer Matthias Nogly announced: Because they have received new notices and tax estimates, they will earn 2.7 million euros more than previously believed.

Nevertheless, seven million euros still have to be added to the administrative budget.

It closes at 129 million euros in 2021, the asset budget at just over 131 million euros.

In 2021 alone, the debt will rise to 61.4 million euros

Business tax receipts are expected to be 32.3 million, and income tax is 36.5 million.

You have to pay 36.4 million euros in the district levy to the district, and almost 40 million euros are spent on staff.

Because you withdraw 32 million euros, the reserves are completely used up.

To be able to invest around 32 million euros in civil engineering and over 56 million euros in building construction, you have to take out an additional 36.15 million euros in loans.

The debt level will therefore rise to 61.4 million euros at the end of 2021.

However, the committee agreed on a different number for real concern: According to the financial plan, the debt level will amount to 231.6 million euros at the end of 2024.

This was not only "an alarm signal" for Mayor Eschenbacher.

Eschenbacher said in his budget speech that the 2021 budget would be a difficult one.

But: "We are not in such a catastrophic position that we would no longer be able to act." In addition, there is not too much leeway in many areas, according to the mayor, who reminded them of the district levy and personnel expenses.

Nevertheless, one can invest in civil engineering as well as in building construction - and not only in 2021, but also in the following years according to the financial plan.

Eschenbacher's appeal: “What we have achieved for 2021 will not be enough”, efforts in the coming years are necessary.

Get into debt so that Freising remains “worth living”

And then the budget assessments of the parliamentary groups: For the FSM, Monika Schwind said the budget for 2021 would be “good and sensible” for Freising and Freising.

Peter Warlimont (SPD) saw the 2021 budget as an “explainable and responsible budget” that would allow important projects to continue.

The SPD would like to see another urban housing project like the one on Katharina-Mair-Straße in the coming years.

CSU city council is heavily criticized and yet agrees

Richard Grimm (FW) emphasized that his group had deliberately not made any motions because it was clear how difficult it was to continue the measures that had already been started.

Jens Barschdorf (FDP) joined in and said that the large number of applications in advance, all of which cost money, surprised him.

He was "a little lacking the will to save".

He spoke of a "crisis budget".

His request to lower the trade tax apportionment from 380 to 360 points for two years, so to speak, as a sign to the companies, was not put to the vote because the budget was passed in the form presented.

Also from the CSU, which according to Rudolf Schwaiger “has never had such a hard time” to agree.

In his opinion, the preliminary consultations were not efficient enough, and no hiring freeze was decided.

He has "considerable doubts" whether the figures will be approved by the legal supervisory authority.

The report on budget consolidation that is now being commissioned will probably not work miracles either.

And: "It seems to me as if some here do not know what money they are dealing with - namely, with foreign money, with the money of the citizens." Despite all the criticism: The CSU parliamentary group also approves the budget.
