Some employees leave work at 7 pm, and the testing center is open until 8 pm, they may not be able to go to a remote testing center in time, or sacrifice their rest time for testing.

He worries that the mandatory testing revealed the shortage of manpower in the institutions, and some employees simply did not test and took leave.
