Republican Sen. Roy Blunt said selling arms to the Emirates would create jobs in the United States and provide "reinforcement for our comrades, who share enemies with us and work directly to march their country and their region in a better direction."
Trump has already threatened to veto the decision, so both the Senate and the House of Representatives needed a two-thirds majority to get around it.
The White House said in a statement that the deal would allow the Emirates to "deter the growing Iranian aggression and threats" directed at it since the agreement with Israel.
