Israel opposes the release of security prisoners who murdered Israelis as part of a deal with Hamas for the return of prisoners and missing persons from the Gaza Strip, but will be willing to release other security prisoners from Israeli prisons - Walla learned today (Sunday)!

NEWS.

It was also learned that the political echelon in Israel expressed opposition to Hamas' attempt to split the potential deal into two - between the prisoners and the missing.

Over the weekend, security sources said that Hamas leader in Gaza, Yahya Sinwar, had lowered his threshold for advancing the deal, apparently out of fear of the spread of the corona in the Gaza Strip and the desire for Israeli aid.

A few months ago, the Egyptians sent a message from Sinwar to Jerusalem, according to which he was ready to promote a deal on the subject.

The defense establishment then examined Sinwar's seriousness, concluding that there was a possibility of a breakthrough in the negotiations, and expecting a high chance of a positive turnaround.

The sources estimated that the consent of the Hamas leader in Gaza stems from a series of reasons: pressure from the security prisoners in the prisons, some with poor health, and their families;

The corona epidemic that is spreading in the Gaza Strip and prisons and raising the level of tension;

Growing frustration with the deteriorating economic situation;

And no less - the upcoming elections for the Hamas leadership, which are expected to take place in March 2021.

Thus, Sinwar announced through the Egyptian mediator that he was willing to go down from his threshold conditions.

Israel was impressed by the readiness, and confirmed that negotiations could proceed for the combined release of two bodies of IDF casualties Oron Shaul and Hadar Goldin, and the two Israeli citizens, Abra Mengistu and Hisham Shaaban a-Sayed. This is one comprehensive transaction.

Senior Hamas figures are excluded from the deal

Later, Sinwar passed a long list that included the top Palestinian security prisoners with "blood on their hands."

However, the political echelon in Israel adopted the GSS 'firm approach, stating that "Israeli murderers will not be released from Israeli prisons, no matter what their health status." The Egyptians accepted the messages, and returned to discuss them with Hamas.

IDF sources say Hamas The "token has not yet fallen" opened a window of opportunity, which may very well never return in the near future, noting that Israel's position on the price stems not from stubborn negotiations, but from an understanding of the political echelon that will not compromise on the release of Israeli killers.

"We have great experience with security prisoners executives with blood on their hands dying from an illness in prison and when they are released they suddenly find strength and time to engage in terror against Israel," said senior officials in the Shin Bet in closed meetings.

Therefore, after changing messages between Cairo, Gaza and Jerusalem, Israeli security officials presented to Egyptian mediators a statement of intent to release "security prisoners who did not murder Israelis."

NEWS It is known that Hamas leaders have not yet conveyed to Egypt their position on the outline proposed by Israel.

Security sources estimate that Sinwar is very afraid of criticism on the Palestinian street, which expects to see senior security prisoners imprisoned in Israel released on bail similar to the Shalit deal, as well as criticism from senior members of the organization, Ismail Haniyeh and Salah Aruri.

On the other hand, he recognizes that in the run-up to the Hamas internal elections, he will be able to present economic achievements, since after the end of the deal, it will be possible to receive a green light from Israel for resource-intensive projects that will reduce unemployment and improve living standards.

Defense Minister Bnei Gantz noted at meetings last month that he would not approve economic projects in Gaza without progress in the POW and missing persons deal, except for humanitarian operations that are reviewed weekly with the coordinator of government operations in the territories, Maj. Gen. Kamil Abu Rokon.

The main mediator in the process of negotiating the release of the prisoners and missing persons is the Egyptian intelligence officers, who act in the Egyptian interest and do not always take into account the schedules of the other parties.

Security officials on the Israeli side made it clear during talks in recent weeks that after leaving the corona and entering a future round of elections - the attention of the political echelon in Israel will be low for such a complex deal, and called on Sinwar and his people to take advantage of their current situation.
