The Citizen Party, which was founded for 14 years, suffered heavy losses in just a few months. It was serial DQ for both election and extension. Political stars such as Yang Yueqiao and Guo Rongkeng withdrew from the executive committee and replaced them with a new generation to provoke them.

In an interview with "Hong Kong 01", the new Secretary-General of the Civic Party and barrister Leung Ka-shan said that the roadmap for political careers in the past cannot be used to plan for the future. The most important thing at present is to gather the "qi" of Hong Kong people, and to actively speak outside the Parliament.

The Civic Party has always been called the "big party", but in Liang Jiashan's eyes, their professional direction is closer to Japan's "professional spirit". The most important thing is to make the outside world feel that they are trustworthy in various professional fields.

She hopes that the Civic Party will resume its work of explaining issues and do its utmost to "literate illiteracy" and increase the interest of civil society on current affairs.

Barrister parties go both sides

The name of Jessica Liang (Jessica) became familiar to everyone. It originated from last year's anti-revision law incident, she rushed to different police stations many times throughout the night to provide legal support for arrested protesters.

I only became a barrister in 2019. I was half-footed into politics when I was a fledgling member. I worked in Yang Yueqiao’s office. He was once regarded as Yang Yueqiao’s successor. Liang Jiashan said with a smile, "I just watched my social media and took a photo recently. Most of them are Tan Wenhao."

The political environment is turbulent, and many pro-democracy figures have been arrested or sentenced recently. Are you concerned about the possibility of imprisonment in the future?

Liang Jiashan pointed out that the society has become very "dichotomy" recently. Out of panic, some friends have deleted their records of speaking on social media and participating in activities in college a few years ago, worrying that just voice out will be in danger. , But she thought that under this duality, she could not be a silent person, so she had to go to the other side of the duality.

Off-site press conferences fight for the right to speak

The Civic Party re-elected the executive committee earlier, and the new Ding Liang Jiashan served as the secretary-general. The average age of the executive committee is less than 39 years old, the youngest ever.

After the democrats resigned, the Legislative Council became "monophonic." Leung Ka-shan decided to hold press conferences outside the Legislative Council with former MP Tan Wenhao on Wednesdays and Fridays to respond to key issues. The party also set up a special group to discuss Division of work on different policy issues, hoping to discover issues on the agenda and documents, and take the initiative to attack.

She continued that no one in the current system can restrict the establishment. Even though the DAB’s proposal to establish a sentencing committee may not be accepted by many, the loss of such a right to speak makes her most worried. The Civic Party is planning to launch a short film deconstruction policy. We will try our best to "literacy".

The Civic Party is positioned as "the spirit of the staff"

However, after internal disturbances, national security laws, and DQ membership qualifications, today's Civic Party seems to have become a thorn in the eye. Will it only be possible to speak outside the venue in the future? The road to parliament is over?

Leung Ka-shan believes that the importance of parliament lies in its representativeness and democratic elements. He believes that Hong Kong people must always have a voice representative. However, it is still too early to assess whether the Civic Party will stand for election in the future.

As for short-term work, Leung Ka-shan believes that it is necessary to actively gather the "qi" of Hong Kong people. "That qi will be broken. One disappointment, two disappointments, and three disappointments will be over." Therefore, Hong Kong people must be known. How difficult, the voice of democracy and justice is still there.

The Civic Party was founded in 2006. It is dominated by professionals such as scholars and barristers. It is known as the "big party", but the Civic Party in Liang Jiashan's eyes is closer to Japan's "spiritual spirit."

She believes that the attractiveness of the "four major traits" of the founding of the party is not its suits or pockets, but that they make people feel "trustworthy" and have status in terms of expertise.

She pointed out that even though the new generation of Civic Party did not have the lofty status of the "four major merits" in the legal world, it is not as serious as it was then. Each has various professions and contacts, and it must make people believe that the "Citizen Party" is a signature product.

Lament the inconclusiveness of the rule of law

When Yang Yueqiao was running for the election a few years ago, he threatened that if someone undermined Hong Kong's judicial system, "Over my dead body" has been teased by young people to this day. As a new generation of barristers, is the rule of law in Hong Kong still "risky" today?

Liang Jiashan said that the operation of the rule of law system depends on certainty, but the current environment of the rule of law is full of uncertainty, which makes people lose confidence.

She confessed that when the rule of law works poorly, the public cannot have confidence, saying that every link of the rule of law is closely intertwined, and when some of the links are loose, it will naturally affect other links.

She believes that after the public learns and understands how the entire system should operate, it is enough to know what is wrong with the rule of law system. For example, the police detention of arrested persons is very different from the past. Some cases will be released after certain procedures. At present, after arrest, they are detained for more than 20 to 30 hours. Police officers may also inquire about cold treatment lawyers. This should not have happened.

Liang Jiashan has been working in Xindong district in recent years and is regarded as Yang Yueqiao "Plan B".
