Bioethics: the return of the text to the Senate revives tensions

2020-12-16T19:49:47.058Z

The Manif pour tous protests against its examination at second reading from February 2. The defenders of PMA for all are worried, on the contrary, of an application that could wait until 2022.

The bioethics bill is back.

The first major societal reform of the five-year term and its flagship measure, the opening of the PMA to all women, will be examined from February 2, at second reading, in the chamber of the Senate.

The text will first be examined in a special committee on January 19.

Today, as in the past, the timetable for examining this sensitive text is the subject of debate.

"On this text, the government has let it be known that it was in a hurry"

, comments a Senator LR.

To read also: "To speak of PMA" of comfort ", it is to ignore reality"

In the wake of this announcement, the Manif pour tous rose up against the examination of a text

"which fractures society"

, "

at a time when a third wave unfortunately seems difficult to avoid"

.

"Mr. President of the Republic, in what way is the PMA / GPA bill a priority today, given the health context and the economic and social crisis, and the terrorist threat?"

, challenged the collective which announces

"a series of actions for the return of January"

.

The pro-life association Alliance Vita Alliance also denounced

"the indecent haste that the President of the Republic and his Prime Minister intend to impose on the Senators while the French are faced with an unprecedented multifaceted crisis"

.

"Yes, assisted reproduction for all is an emergency,"

says SOS Homophobie, on the contrary.

"For years we have been dealing with the setbacks, the unfulfilled promises and the lack of political courage which have resulted in 7 lost years and the exclusion of trans people from the system,"

the association said on social networks. .

"Legislative work on bioethics and assisted reproduction for all is FINALLY resumed!"

, rejoiced the APGL (Association of Parents and Future Parents Gays and Lesbians) on Twitter.

While recalling its vigilance on the text and in particular on the thorny subject of filiation for couples of women.

Parliamentary round trip

In addition, the parliamentary shuttle is not over.

At first reading, the right-wing majority Senate had narrowly adopted the PMA for all (nearly ten votes) and limited its reimbursement by Social Security.

If it modifies again the text adopted at second reading by the deputies in August, elected representatives of the two chambers should meet in a joint committee to find a compromise.

The National Assembly, however, has the last word in the event of persistent disagreement.

Associations in favor of the text are also worried about the delays in its promulgation.

"The regional and departmental elections of March 2021 could postpone it until the start of the school year," said Nicolas Faget, spokesperson for the APGL.

After that, we will have to wait for the ministries to issue the implementing decrees.

It will also be necessary to do with the limited stocks of gametes, to train notaries for the anticipated recognition of maternity ... Inseminations for couples of women could not take place before 2022 or 2023. We still advise those who want to be sure of 'give birth in 2022 to go abroad'.
