Council of Paris: elected officials are divided on the deployment of 5G

5G was at the heart of the debates of this second day of the Paris Council.

The session opened with a presentation of the work carried out on the subject by 20 Parisians and 60 inhabitants of the metropolis as part of a citizens' conference on which the City promised to rely to initiate a revision of the Parisian Charter of mobile telephony to adapt it to 5G.

Optimization of recycling and reuse of digital equipment, commitment of communities to use virtuous equipment, regulation of advertising on 5G equipment or even integration of a reflection on the intelligent use of 5G in its functions, missions and services… The 21 recommendations made by citizens at the end of the work carried out over three Saturdays were presented this Wednesday in session, in the presence of two of the participants.

A truncated consultation?

The debate that followed was particularly lively.

David Alphand, Paris councilor (LR) of the Changer Paris group, strongly criticized the approach launched by the mayor of Paris.

“You have a difficult task, which is to try to pass off a botched, failed consultation for a citizen consultation.

The elected representative of the 16th century also regretted the absence of mobile telephone operators and associations such as "Robin des toits".

In favor of "a pact for responsible, intelligent digital technology, with a positive impact for Parisians", the right is asking the City to take advantage of "its power to negotiate a win-win pact with operators."

"This charter is a Christmas present that we will help you to implement", launched, in the form of a pirouette, David Alphand while regretting the delay taken by the City for the deployment of 5G.

“At the local level, it is time to think about the potential that 5G could offer.

This technology must be controlled, supervised but also and above all useful for all ”, launched her side Delphine Bürkli, mayor (DVD) of the IXth and co-president of the group Indépendants et Progressistes de Paris.

The Greens very reserved

Opposed to this new technology, environmentalists reaffirmed their demand for a moratorium.

"There is no environmental impact study or independent reliable study", justified Emile Meunier, councilor of Paris (EELV).

A position shared by Danielle Simonnet (Paris de Gauche).

The Councilor of Paris regretted that the citizens' recommendations were formulated "within the formal framework of 5G".

Paul Simondon, deputy (PS) to the mayor of Paris in charge of finances, for his part welcomed this "enlightened debate".

“What emerges is a demand for transparency and information,” he stressed.

And Anne Hidakgo to drive home the point: "We will continue to use this method which allows us to broaden our field and to work from the intelligence of the citizens".

The City promises to include "the conclusions of the Metropolitan Citizens' Conference in a protocol for the deployment of mobile technologies which will set the conditions, uses and method for the future deployment of these technologies".
