Former member of the Legislative Council, Xu Zhifeng, announced earlier that he would leave Hong Kong and go to the UK to "play an international line" and said that he might never return to Hong Kong.

The Home Affairs Bureau issued a statement today (16) stating that Xu Zhifeng declared "exile" and left Hong Kong on social platforms on December 3. After considering relevant factors, the bureau considered it necessary to suspend the distribution of Xu Zhifeng on December 3 or Subsequent gratuities, allowances and expense repayments.

The Civil Affairs Bureau also stated that it deeply regrets Xu Zhifeng's irresponsible behavior.

He is grateful to the colleagues of Yiban for sticking to their posts and serving the public first. Regarding changes in the remuneration arrangements, he will discuss work arrangements with colleagues to ensure that employees have legal rights and compensation.

The Home Affairs Bureau issued a statement this morning stating that the Home Affairs Department has formulated the "Guidelines on the Arrangement of Remuneration, Allowances and Expenses Reimbursement for District Council Members of the Hong Kong Special Administrative Region" to provide district members with clear rules. All district members must follow the "Guidelines". To ensure the best use of public funds.
