Pastetten wants to promote municipal housing construction.

Build it yourself or rely on a partner - this decision is still pending.

Pastetten

- The municipal housing construction in Pastetten is to be promoted.

"The topic has already been initiated in the past," said Peter Deischl (FWE) in the municipal council meeting.

The mayor wanted the committee to decide whether this project should be pursued further.

Specifically, it is about 3200 square meters of land between Schulstrasse and Harthofener Strasse that belongs to the municipality.

“Municipal housing would be subsidized with 30 percent,” explained Deischl.

The funding would also include the demolition costs for the old stock, and 60 percent of the planning costs would come from funding pots.

The “big advantage”, according to the mayor, is “that we plan and implement it ourselves”.

You are not just a builder, you can also decide to whom to rent.

The building should be accessible for the disabled

The building should be designed to be handicapped accessible.

In addition to an underground car park, outside parking spaces are also conceivable in order to save costs.

The project would be part of the future plan “Growing older in the country”, since older people can move in due to the disabled-friendly construction.

Housing for carers could also be provided.

As Deischl explained, one could plan long-term financing, with no repayment for the first two years.

In addition, there is a low-interest loan from the government of Upper Bavaria: "This makes it financially manageable," summarized Deischl.

A property management company can be found for the caretaker services and the processing of rental contracts.

“We should move this forward,” said the local chief, “I'm very much behind it”.

A working group could work with the architects, "however, decisions will only be made by the municipal council".

Cooperative housing as an alternative?

Alice Lorenz (Greens) wanted to know whether cooperative housing construction had also been considered.

In Forstern, for example, there is contact with the Maro cooperative.

The community would then not have the burden of having to take care of the construction, and the property could also be given out on a long lease, said Lorenz.

And also the cooperative would have said in the statutes that local tenants should be given preference.

"Then we would have created something for our citizens too," said Lorenz and explained that she would only agree if further models were first considered and presented.

"It would be important to me to build it myself," said Deischl, then the added value would also remain in the community.

The construction work is certainly very intensive, but in February a new employee would come to the building department who could take care of it.

"If the owner is the cooperative, we would give away the subsidies," said Andreas Winner (FWE).

Roswitha Bayer-Siegling (FWE) would also prefer to build on her own, as she would not like to give up land in order to keep the increase in value in the community.

Planning association is brought on board

“It is important to know whether we should continue at all,” says Deischl.

You can then get in touch with the planning association at the turn of the year to have the next steps explained to you.

In addition, municipal housing construction will only be funded until 2025.

Alois Huber (WRH) pointed out that the community had recently had bad experiences with a quick start in construction projects.

He is interested in the conditions associated with the funding.

In addition, Huber thought it would be good to know whether there are alternatives.

He would be in favor of leasing the project to a property developer on a long-term lease.

"We would definitely do it as a community," explained Huber, "but there are others who can do it more professionally."

And he would also like to exchange experiences with other municipalities on this topic.

After a lengthy discussion, the councils ultimately voted with one vote against to move the project forward.

The next step is to get the planning association on board.
