The incident occurred on Friday morning when several migrants fell from their canoes in the open sea as they were sailing from the Turkish coast to reach the island of Lesvos in rough seas.
24 people were rescued by the Greek coastguard but an Afghan was still missing late Friday afternoon.
Lesbos, in the Aegean Sea is, along with other Greek islands close to the western coasts of neighboring Turkey, one of the main entry points for migrants to Europe.
But due to strong winds, especially in winter, and overloaded makeshift boats that are used by smugglers, many shipwrecks take place.
In early December, a shipwreck caused the disappearance of two migrant women and, in early November, the body of a six-year-old boy was discovered near the island of Samos.
