When she later asked by phone when she could pick up her masks, she was abruptly turned away and said that there were no more free masks.

There are enough masks on the market, but they cannot keep up with delivery to all pharmacies at the moment.

to the short planning lead time for the pharmacies.
The first issue period for the free masks runs until January 6th, after which there should be vouchers from the health insurance companies.
