Three days before being sanctioned by the United States, the Commissioner of Police Deng Pingqiang transferred the mortgage of the Chi Fu Garden property in the southern district from HSBC to Bank of China Hong Kong.

By November 10, the United States imposed additional sanctions on four Chinese and Hong Kong officials. On the same day, Deng Bingqiang also paid off the mortgage refinanced to the Bank of China.

The National Security Law of the Port Area, which was enacted by the National People's Congress, was formally implemented on July 1, and the provisions were not made public until late the night before the implementation.

Sanctioned officials interviewed said to rely on his wife's household registration

In addition to Chinese and Hong Kong officials sanctioned for political reasons, more than 60 Hong Kong companies and individuals, including a freight forwarder with an Iranian airline, were accused of supporting Local armed groups; two Hong Kong groups are accused of being involved in the Golden Triangle drug trafficking organization, one of the company’s directors has served as a member of the CPPCC National Committee in Hong Kong.

Melli Bank, which is registered in London and has a background of the National Bank of Iran, was sanctioned by the European Union and the United Kingdom from 2008 to 2016. The Hong Kong Monetary Authority followed suit until it was lifted in 2016. The United States reiterated its sanctions in 2018, but Hong Kong did not follow.

The bank is located in Guanjun Building in Central and is still operating. Staff members do not comment on sanctions.

The Russian state-owned development bank "VEB" has been sanctioned because of the Ukraine issue. The Hong Kong-registered "VEB ASIA" and its office in the Central International Financial Center are still operating. Staff members do not comment on the sanctions.
