A plan has been submitted for the construction of a new residential neighborhood in Hadera with 3,000 housing units, 12,200 square meters of commercial space, 13,500 square meters of employment, 46,500 square meters of public space and about 720 dunams of open space. The plan covers 1,075 dunams.
The Haifa District Planning and Construction Committee, headed by Itamar Ben-David, has decided to entrust the plan, which was promoted at the initiative of the Israel Land Authority and the Shikun VeBinui Real Estate Company.

The new neighborhood will be called the Butterflies neighborhood, after a butterfly of the copper species Galilee ants that exists in this area.
As part of the planning process, an effort was made to locate the living areas of the butterfly population, so more than half of the area of the plan was defined as open space.
The nature of the construction in the plan is graded, so that at the front of the roads construction is proposed at a height of 6-7 floors and at the rear higher construction at a height of 10-19 floors.
On the facades of the buildings facing the main streets, commercial facades were established and on the first floors of the buildings, public uses of offices and clinics, cafes and restaurants were established.
600 housing units will be allocated for small apartments and 250 special housing units will be used for dormitories, sheltered housing, affordable housing and apartments for rent.
