Vocational training can be the main solution to the employment crisis as a result of the corona virus.

The State of Israel currently stands at more than 14 percent unemployment, and many other percentages of the unemployed who are no longer registered as such.

Many of them could now be at the end of the training period and before opening a new chapter in life with a profession that has a future.

But like many issues in Israel, the field of vocational training has found itself overseen by several government ministries, with no uniformity in criteria, no transparency about the processes and ultimately the workers themselves have difficulty planning their future.

For example, the field of safety in the construction industry has received special attention in recent years, as a result of dozens of fatal and unnecessary accidents and raising the issue by the agenda in recent years.

One of the major problems in enforcing worker safety is decentralization.

One government body is responsible for the safety courses that workers have to take, another government body is responsible for enforcement at building sites, a third government body is responsible for training and a fourth body oversees everything.

The Foundation for the Encouragement and Development of the Construction Industry in Israel has tried in recent years to bring about uniformity and clear regulation, which will concentrate the entire field, from beginning to end: from the training phase, through the actual work phase, refresher courses for employees, study supervision and more.

Significant success was recorded in the "Israeli Builders" project, for which the Foundation for the Encouragement and Development of the Construction Industry was responsible.

We also turned to the Chief Labor Inspector at the Ministry of Labor's Safety Administration, in order to promote the training outline in a uniform manner with clear parameters, in an effort to raise the entry threshold for courses and improve the level of safety among students already in the training phase.

But his hands are also bound.

The Israeli government must take such steps, from the decision stage to the implementation.

The field of safety is just one example of the variety and variety of professions in the building.

In reality today there are a number of colleges that carry out the trainings, but there are no uniform criteria and the feeling is that quite a few trainings are done solely to mark V and move on.

I have no complaints to colleges.

They are a business venture for all intents and purposes.

What I think is missing is the right regulation.

Without any other choice, construction companies are forced to finance at most of their costs some of the training and education, since without such action they will not be able to employ workers with relevant training.

Digital mechanization, for example, which has entered the construction industry in the last decade, is now being taught by construction companies themselves that there are no uniform standards and every employer chooses where to invest in employee training.

There are no clear and stringent threshold requirements, no certification exams, regulation is scattered among too many government bodies involved in all processes and there is no single professional body that centralizes this important field.

To the extent that the government is not interested or unable to carry out such an important national project, we will be required to recognize the Foundation for the Encouragement of the Construction Industry, and we will prove that this is possible.
