The words of President
Alberto Fernández
to
Máximo Kirchner
, stating that "he has all the virtues to occupy" the leadership of the Buenos Aires PJ were aimed at closing the discussion between the La Cámpora group and the mayors of orthodox Peronism.
But the rejection persists and could cloud what seemed resolved.
Even the mayor of Hurlingham Juan Zabaleta, a leader who responds directly to Alberto F. and who had his reservations about the arrival of Cristina Kirchner's son, after the president's statements he lined up and put cold cloths on: “Máximo Kirchner is a benchmark of this coalition with which we share these policies and with whom we are also going to share construction spaces ”.
Other mayors of the Conurbano, after listening to Fernández, concluded: "Where is the captain in charge ...".
However, despite everything, a group of mayors and leaders who are also councilors of the Buenos Aires PJ
are not willing to resign from their positions, they ignore Alberto Fernández's request
and continue to ratify that the mandate of the party's leadership expires in December 2021.
This entails a problem for Máximo Kirchner's plans, who, by forcing the interruption of the current mandate, must activate a series of quite complex events.
The first is that half plus one of the PJ councilors resign, whose total is 48. The number of resignations would be 25, but as there are also alternates who should take over as councilors when the incumbents resign, that means that the number should be a lot higher.
The other drawback for the campers is that if it manages to achieve the massive resignation, then the party Congress will have to meet, which is made up of about a thousand members who will have to vote authorities.
The vast majority are leaders with a long history, more ideologically linked to the old orthodox Peronism than to Kirchnerism or Christianity.
"This is an institutional issue, the leadership has a mandate until December 2021 and must comply with it,"
say those who do not accept that the leader of La Cámpora "enters through the window and stays with the party."

Among the visible faces of this closed position are the
vice president of the PJ and mayor of Esteban Echeverría, Fernando Gray,
and the current head of the provincial PJ,
Gustavo Menéndez.
But there would also be other mayors who prefer silence.
Both are emboldened because those who will decide are the councilors, among whom there are many mayors but not those who strongly support Máximo Kirchner such as Mayra Mendoza (Quilmes), Juan Ustarroz (Mercedes) or Pablo Zurro (Pehuajó).
It happens that in 2017 La Cámpora went to elections with its candidates for Unidad Ciudadana and did not occupy the structure of the PJ.
The rebels say that of some 70 Peronist mayors, the majority belong to orthodox Peronism that does not want an untimely change of leadership.
Indeed, today
Martín Insaurralde, mayor of Lomas de Zamora and author of the idea that Máximo
assumes the presidency of the Buenos Aires PJ, came out to support the leader of La Cámpora.
He said that "the vast majority of Peronist leaders and militants" want the head of the block of Deputies of the Frente de Todos to assume that hierarchy of internal power, because "it combines social sensitivity and the capacity we need."
Behind Insaurralde there was not a cataract of mayors - there are 70 - far from it, who demonstrated.
He was hardly accompanied, among others, by his former collaborator and current head of the provincial Chamber of Deputies, Federico Otermín;
the mayors Mariano Cascallares (Almirante Brown) and Nicolás Mantegazza (San Nicolás);
the national official Victoria Tolosa Paz;
and the councilor Dulce Granados, wife of the mayor of Ezeiza, Alejandro Granados.
If the crossed positions are maintained, the arrival of Máximo Kirchner to the headquarters of Gaspar Campos could generate challenges before the electoral Justice on the part of the Peronist councilors and leaders who do not digest that move.
One of the party councilors remarked that according to article 64 of the organic charter,
to be an authority in the party it is necessary to have two years of membership in the district.
"But Máximo is still affiliated with the PJ of Santa Cruz and does not meet that requirement," they say.
It is clear that if the consensus were unanimous, those kinds of rules would be ignored.
At some point it was mentioned that, as a bargaining chip, the camporismo offered to repeal the law that puts an end to the indefinite reelection of mayors.
But on the other side they maintain that this is an interest they share with their peers from Together for Change, so any strategy in this regard will be carried out by Peronists and opponents.
Which neither would the intention of Máximo Kirchner
to appoint Fernando Espinoza, mayor of La Matanza, as head of the Argentine Federation of Municipalities (FAM).
The albertista Zabaleta has been sounding for that place for a long time, as the President's candidate.
And since the 500 communal chiefs that make up that body participate in the appointment and only 3 or 4 of them are campers, it is most likely that the Hurlingham communal chief is the chosen man.
