The former director of the Hong Kong Bureau of Home Affairs, Ho Chi-Ping, was convicted of bribery in the United States. He later appealed. According to the Associated Press, the United States Court of Appeals announced on December 29 that the original verdict was upheld.
According to reports, the US Court of Appeals for the Second Circuit in Manhattan issued a verdict that day, ruling that He Zhiping was convicted by a US jury in December 2018 as an appropriate conviction.

Released from prison and returned to Hong Kong in June 2020
He Zhiping, 71, was arrested in New York, USA in November 2017 and was eventually convicted of 7 crimes including money laundering. In March 2019, he was sentenced to 3 years in prison and required to pay US$400,000 within one year. (About 3.14 million Hong Kong dollars) fine, he later appealed.
After deducting the prison term during the remand period, he was released from prison in June 2020 and returned to Hong Kong.
He Zhiping was accused of bribing the President of Chad (Idriss Deby) to fight for the oil business of China Huaxin Energy Company; he was also accused of bribing the former Ugandan foreign minister and then chairman of the United Nations General Assembly Sam Kutesa in exchange for attending the Uganda President Inauguration ceremony, etc.
