The number of deaths in work accidents in 2020 stands at 57, compared to 2019, in which 84 workers were killed, a figure that indicates a decrease of 32% - according to a summary report published by the Ministry of Labor and Social Affairs. First), the number of people injured in work accidents increased by 20% this year, with 423 workers injured compared to 351 last year.

According to the Ministry of Labor, 31 of those killed were killed in accidents in the construction industry, compared to 40 workers killed in the industry last year.

Although the report stated that the construction industry was excluded during the corona restrictions period, there was a decrease in construction starts.

Moreover, according to the Bank of Israel, during the first closure there was a significant decrease in the number of Palestinians and Israelis employed in the industry.

According to Kav LaOved data, about half of the injured in 2020, 282 workers, were injured in accidents in the construction industry.

In addition, the report lists 13 employees who were killed in incidents that are not defined by the ministry as work accidents, compared to 19 last year.

These include cases such as suicides, but also road accidents in the public space and accidents at sites in the territories of Judea and Samaria, which are not under the supervision of the Safety Administration of the Ministry of Labor.

About half of the injured were injured in accidents in the construction industry.

On the other hand, data from the "Group for Combating Construction and Industrial Accidents" show that the number of fatalities in work accidents in 2020 is 69 workers, 33 of them in the construction industry, but the group also indicates that there was a decline after a negative record year.

A segmentation conducted by Hadas Tajeri, the group's director, shows that the number of Arab company workers killed this year has increased, in contrast to the number of Jewish and Palestinian workers that has decreased.

Whereas last year 27 Israeli Arab workers were killed in work accidents, this year 30.

Also, while in the center of the country there was a significant decrease in fatal accidents, in the north the number of accidents and fatalities increased.

"These data indicate gaps in supervision and enforcement with respect to areas, localities and types of sites," Tajeri said. In the report. "

About 3,000 reports for the closure of construction sites

According to the head of the Safety Administration at the Ministry of Labor and Welfare, Hezi Schwartzman, the decrease in fatal accidents is due to enforcement activities.

"There is no doubt that there are results for hard work," said Schwartzman. "Our activity in the field has contributed to preventing accidents and achieving great deterrence in all employment sectors in Israel."

According to the report, there was indeed a 29% increase in the number of inspection visits in all industries.

The significant increase is in the construction industry - from 8,331 visits in 2019 to 12,250 this year (an increase of 47%).

In addition, more than twice as many safety orders have been imposed on construction sites this year.

While in 2019 2,501 were imposed, this year the number stood at 5,532 orders - an increase of 121%.

2,977 of the reports were for the closure of construction sites completely due to life-threatening safety deficiencies.

There was a 33% increase in industry.

While in 2019 2,641 safety orders were imposed, this year the number stood at 3,500 orders.

Increase in the number of safety orders.

Nir Aviv - Building Company Ltd. was given the highest number of safety orders this year - 39, of which 19 for work stoppage. The sites of the "Brothers Six for Construction Ltd." were given 29 safety orders, of which 15 for work stoppage, and "Arazi Negev Zoom & Construction Ltd. 21 orders, of which 11 are for work stoppage.

Despite the high number of safety orders, only 179 financial sanctions were imposed on construction contractors by October, according to data from Kav LaOved. The number of sanctions imposed this year and in previous years "It is very clear that insufficient use of sanctions leads to a lack of deterrence among contractors."

A similar criticism is leveled at other activists. "In the face of numerous and documented safety violations, they continue to work unhindered, and workers continue to be held accountable," the group said in the fight against construction and industrial accidents.

"Impose criminal liability on contractors involved in accidents"

Reuven Ben Shimon, founder of the Workers' Accident Prevention Forum, said he welcomed the enforcement and reduction of accidents but added that "legislation should be changed and promoted, criminal liability should be imposed on developers and contractors involved in fatal accidents and contractors regularly involved in work accidents and safety violations ".

The Safety Administration is also responsible for occupational health, and it is estimated that hundreds die each year from occupational diseases. However, in the annual report there is almost no reference to the issue. Under the heading "Glossy field" it is stated that a large-scale course was conducted for dozens of inspectors in the administration and inspection goals were set in the field of glosses in factories. Improvement, but without any further detail.
