During the year 2020, the Ministry of Administrative Development implemented nine leadership competency courses, four of them in Damascus and one in each of the governorates of “Hama-Homs-Aleppo, Lattakia-Tartous”, distributed between training in personal and virtual attendance, in compliance with precautionary measures to limit the spread of the Coronavirus.

The Ministry also implemented six courses on media exposure for followers of the Leadership Merit Program, which included introducing the trainee to the most important principles in dealing with media professionals and how to appear in press conferences and television interviews, in addition to four virtual workshops titled “Administrative Discrimination and Creative Thinking” in the governorates of “Homs, Hama, Aleppo and Latakia.” “.

During the past year, the ministry’s plan was approved to secure the readiness of development directorates in the central departments of the ministries, to form work teams with direct specializations and to carry out specialized training for them with the aim of starting the work stages of the national project for administrative reform, where the structures and organizational structures of the ministries of public works, housing, local administration and the environment were approved within the framework of Executive steps of the national project for administrative reform.

The Ministry also completed 20 files, including 10 organizational structures and 6 functional structures, including the functional and organizational structure of the Presidency of the Council of Ministers, the Ministry of Administrative Development, the organizational structure of the Public Corporation for the Transmission and Distribution of Electricity, the Excellence and Creativity Commission, the Lion Library, the General Organization for Trade, Storage and Processing of Grain, and the General Directorate of Civil Defense.

The Ministry formed a committee to study the current system of incentives, rewards and compensation granted to workers in some ministries and public agencies in the country, evaluate the performance of workers, and set new standards and principles for their development, and the term of the committee’s work was set at three months.

During the year 2020, the ministry opened training on the preparatory phase of the national project for administrative reform in all ministries, and executive teams were formed in the central departments of 24 ministries and advertisements to conduct a competition or central test for the segment of those admitted within the program to support and enable the discharged from service to education after the public authorities completed the vacancies available to them. The total number of announced vacancies reached 77,888 work centers, while the number of applicants reached 28,140 theaters.

During 2020, the Ministry, in cooperation with the Syrian Virtual University, launched a master's program in qualification and specialization in administrative development. It also carried out training and debate on the development of human resources in Syria in preparation for launching a platform with us for youth and modernizing human resources management. The administrative training program for senior management, “Deputy Minister” was launched in the two ministries of public works And housing, local administration and the environment, in addition to launching an administrative training program for middle management “managers”.

During the past year, the Ministry launched a "TOT" course for preparing a trainer for the National Project for Administrative Reform, where 16 batches were implemented by more than 400 trainees, and two centers for one-stop shop for public registry services for state employees were opened in the governorates of Hama and Homs, and another center in Al-Hasakah governorate.

The Ministry of Administrative Development, in cooperation with the Ministry of Public Works and Housing, set up a 5-day workshop aimed at restructuring the construction companies affiliated with the Ministry of Works within the framework of the national project for administrative reform and signed with the Ministry of Internal Trade and Consumer Protection an executive work program for the administrative analysis of the current reality of the Syrian Trade Corporation in addition to its termination A bill was drawn up that works to change the reporting mechanisms from paper to electronic via e-mail and SMS messages.
