The leaders of the Gulf states are expected to sign an agreement tomorrow that will be a significant step on the way to bridging the rift between Qatar and Saudi Arabia, the United Arab Emirates and Bahrain.

Jared Kushner, senior adviser to US President Donald Trump, who mediated between the parties, flew to Saudi Arabia to attend the signing ceremony tomorrow (Tuesday) at the summit of Gulf leaders' leaders, US officials said.



Saudi Arabia and Qatar have been under heavy pressure from the Trump administration to sign the agreement.

Both countries see the signing as a tribute to the Trump administration, but also as part of a "clearing of the table" ahead of the inauguration of new President Joe Biden on January 20.

An agreement in principle between the parties was reached during Kushner's visit to Saudi Arabia and Qatar a month ago during which he met with Saudi Crown Prince Muhammad bin Salman and the Qatari emir.

Kushner has built a close relationship with the two leaders in recent years, which has greatly helped reach an agreement.



U.S. officials say that after Kushner's meeting with the Saudi Crown Prince during a visit in early December, Trump's senior adviser flew to Doha, the capital of Qatar, leaving behind Saudi Arabia's emissary Berkowitz.

Kushner and Berkowitz mediated between the parties by telephone with one in Qatar with the Emir and the other in Saudi Arabia with the regent - and after two days of talks reached an agreement.

In recent weeks, talks with the Saudis and Qataris have continued with the aim of finally closing the agreement and making sure that both sides are committed to what has been achieved.

At the same time, the White House is in talks with senior officials from the United Arab Emirates, Bahrain and Egypt to encourage them to support the agreement.

These three countries have very bad relations with Qatar and they have made many reservations about the agreement and claimed that the Qataris will not abide by it.

The agreement almost exploded yesterday when a last-minute media briefing led to tensions between the Saudis and Qataris over the agreement.

Kushner and his crew were already scheduled to take off from Washington for Saudi Arabia on Sunday afternoon but postponed their flight due to difficulties.

Kushner and his team had to resume talks with the Qataris and Saudis until they resolved the problems in the middle of the night on Sunday. A few hours later they took off from Washington for Saudi Arabia.



A senior Arab diplomat from one of the Gulf states said the agreement was a step in the right direction and included positive points. "Some issues have been resolved but the root causes of the rift - the poor personal relations between the leaders and deep policy differences over Turkey, Iran and the Muslim Brotherhood - have all remained the same," the senior Arab diplomat said.
