Karib's petition alleges that the salary paid by the IPS to prisoners working in factories inside Israeli prisons is NIS 13.70 per hour. Moreover, Karib himself was paid by output, not by hour, so that his actual salary was NIS 8.5 per hour. There is no authority to pay prisoners by output, and the hourly wage set is unreasonable.

The IPS announced during the hearings in the petition that it intends to increase the hourly wage to NIS 14.70 per hour, but Judge Hagai Tersi of the district court ruled that this is an unreasonable wage. S. Determine within six months a new hourly wage for prisoners, and thereby update the court.

Attorneys Cushles and Zimmerman, who filed the petition, said they welcomed the increase in the value of hourly compensation for inmates employed in sweat plants, and would continue to work to promote proper regulation of additional aspects of inmates' employment.
