It is obvious to say that we have a loquacious president, in the sense of the first meaning included in the Dictionary of our language.

Someone who talks a lot on a daily basis and, apparently, everything in the morning talks or in the interventions of his tours or some afternoons.

Through his lecture he seeks to convince — and convince himself — of how much his Government has achieved or is about to achieve.
