The new grant plan approved by the government on Monday does not include the new businesses opened during 2020. This is not an exceptional event, the businesses opened from March onwards are not eligible for any assistance from the state.

Those that open in January and February and meet the conditions of the Tax Authority receive bi-monthly grants in the amount of NIS 4,000-3,000.

Since the outbreak of the Corona crisis, 74,728 new businesses have opened in Israel.

Not all have been financially harmed, some do not need government assistance at all, but many of them are currently on the verge of collapse and not receiving assistance from the state.

For some of them, the tightening of the third closure constitutes a permanent closure order.

The source of the division between those that opened in January-February 2020 and those that opened in March onwards is still in the first aid program, so for the purpose of calculating eligibility, the first closure date announced on March 15 was taken.

This division is no longer relevant today, since the state does not intend to punish those who opened in March when the corona was already in Israel, and it could not be described that it would remain for a year.

However, the state continues to separate the new businesses from those opened before and after March, to determine who will receive little assistance and who will not at all.

Itzik Russo, owner of Chef Popa's restaurant in Tel Aviv, opened the business in February 2020. "For decision makers, the business that opened in 2020 is like a stepchild. We want to get organized and go to the High Court with it.

It makes no sense.

If I receive a closure order from the state following the epidemic, why am I not entitled to reimbursement of rental expenses and property taxes?

What does it matter what year I started the business? "Rousseau wonders.

" I do not receive property tax services, I do not work.

I have to pay NIS 21,000 in property taxes every two months, NIS 40,000 in rent, and NIS 10,000 in insurance, that is, NIS 70,000 a month when I am not working.

I have three children, "he adds.

Rousseau's business employs 110 workers, most of whom are currently in the IDF and receive about 70% of their previous salary from the state. Rousseau himself receives only NIS 4,000, for two months, and meanwhile his losses are piling up. "I lost NIS 7 million in this business, and I do not know if Where to go back.

It is impossible to build a business in one day.

There is a licensing process, construction, electricity, so also spend a lot of money in the first year. "

Rousseau continued" Is there an epidemic?

We understand, there is nothing to do.

But if you tell us to close, forget about rent and property taxes.

They did it, but only for businesses that opened by 2019. We also let them choose whether to present reports for the purpose of calculating the decline in turnover in 2018 or 2019. So it suits them that the economy will not open in 10 years.

"" I get a phone call from the Tel Aviv municipality A thousand shekels, where can I pay it.

If I do not pay, foreclosures will begin.

Of course the month will not do, but surely next month will begin.

You don't need a court here - it's an administrative order.

"They will make a foreclosure on my house, on the car," Rousseau concluded.

"They will confiscate my house."

"I was sure that before the election we will suddenly be remembered"

Kobi Mefen Cohen, owner of the Meat Kitchen restaurant in the Tel Aviv port and a leader in the struggle for new businesses that are not eligible for assistance, opened his business in January 2020. Unlike Rousseau, he does not receive any assistance, and his application for a state-guaranteed loan was denied. A new business and does not have enough turnover.

Mefen Cohen waited with great anticipation for the publication of the new aid plan.

"Truth Today I had great hope that we all know how politics works, I was confident before the election suddenly remember us and wallet open. But when the finance minister took the message I received hundreds of phone calls and messages from people and just do not know what to say. I was left stunned. The state did not realize we employ "Tens of thousands of employees and if we do not urgently receive grants, they will have nowhere to go back. The new businesses are simply transparent. It is an imperceptible failure," he says.

Tzafen Cohen complains that "since the beginning of the first closure, they have forgotten all those people who fulfilled their dream and set up a business in 2020. Eight months we have been sitting at home, we have families and do not receive even a single shekel."

"The new businesses are just transparent."

Mefen Cohen also shares the view that the state should grant an exemption from property taxes and help pay the rent.

"The big default is that we do not receive compensation or a grant, we are required to continue to pay delusional payments, such as property taxes and rent, etc. My monthly property tax is NIS 15,000 per month and the rent is NIS 70,000," he explains.

"So many economists in the Ministry of Finance and still have not found anything other than the excuse 'You do not have a cycle of 2019 so you can not show that you were really hurt.' I lost a million shekels from the beginning of the first closure to this day. My children? "

He wonders.

"Ignoring the New Business - Systematic"

Shai Berman, CEO of the Restaurant Association, protested to Finance Minister Israel Katz about the outline of the grants prior to his approval by the Finance Committee. "I would like to draw your attention to the fact that the Israeli government once again forgot that in 2020, new businesses were established.

" In existential flow distress.

The Israeli government's disregard for these businesses is systematic throughout the crisis and the distress of the business owners was brought to you by the committee and is known to you, "Berman added. The

Ministry of Finance said in response to Walla! Until March 2020 not included.
