This dominance of APAC is a relatively new phenomenon in the 16-year history of the index.

The United States, the United Kingdom and the EU countries traditionally dominated the top of the list, but, reports Henley & Partners in their statement, “Experts suggest that the strong position of the APAC region will continue, as it includes some one of the first countries to begin the process of recovering from the pandemic.

The number of coronavirus cases is rising sharply in both the US and the UK, and the UK is the center of a rapidly spreading new variant.

There were relatively few high-profile visa agreements between countries during 2020, but the United Arab Emirates was a notable exception, says Henley & Partners.

The United Arab Emirates signed several mutually reciprocal visa waiver agreements last year, including a landmark agreement negotiated by the United States that establishes formal ties with Israel and grants citizens of each country visa-free access to the other.

The United Arab Emirates is ranked 16th, with visa-free / visa-on-arrival access to 173 destinations.

That's an incredible increase from its position when the index began in 2006, when the country ranked 62nd, with access to just 35.

The power of passports, disrupted by the pandemic

"Just a year ago, all indications were that global mobility rates would continue to rise, travel freedom would increase, and powerful passport holders would enjoy more access than ever," says Christian H. Kaelin, President of Henley & Partners and inventor of the concept of passport index.

"The global lockdown overturned these brilliant projections, and as restrictions begin to fade, the latest index results are a reminder of what the power of the passport really means in a world turned upside down by the pandemic."

In terms of future global mobility, we shouldn't expect a return to pre-pandemic patterns, says Parag Khanna, author of "The Future is Asian" and founder and managing partner of Singapore-based consultancy FutureMap.

It may no longer be the case that nationality alone opens doors.

"Even for still powerful passports like Japan, Singapore, South Korea and members of the EU, additional protocols will be required to regain relatively frictionless mobility," says Khanna.

“Today's youth are socially aware, environmentally aware and less nationalistic, all of which make them potentially the most mobile generation in human history.

They herald a fundamental shift in mobility from being each country for itself to being each person for itself.
