The Appeals Committee of the National Council today (Thursday) approved the plan to build thousands of housing units in the White Ridge in West Jerusalem, which drew many objections.

The committee determined that an accompanying team would be set up to carry out the plan including the issue of supplementary land, and that a discussion would be held on the issue of guarding the springs in the area that could be damaged.

The plan was approved by a majority of votes - while the representative of the Planning Administration and the chairman of the committee supported, the representative of the Minister of Environmental Protection objected. The



plan of the Ministry of Construction and Housing includes the construction of a new residential neighborhood with 5,000 housing units and 300 sheltered housing units. Part of the area will be defined as supplementary land for developers for urban renewal projects in the city.

This is a complex that was part of the Safdia plan that was promoted in the previous decade and included the construction of tens of thousands of housing units in several areas west of Jerusalem.

The plan was rejected, but since then there have been several attempts to promote parts of it again, and about a year and a half ago the Jerusalem District Committee approved the construction on a white ridge and rejected thousands of objections.

The committee's announcement states that it has been found that there is already a shortage of 40,000 housing units in the city, and that there are no open spaces and land reserves available for development in Jerusalem that can address the crisis.

Following this, appeals were filed with the National Council.



The council's decision, published today, which is 119 pages long, states that Planning Administration representative Michal Merrill and committee chairman Shimrit Golan believe that the benefit of the plan justifies the particular damage caused to the open spaces and that as many housing units as possible should be used as supplementary land.

"There is no dispute that the development and construction of the White Ridge has a very high environmental cost, but this price is considered 'necessary evil', if it will help the realization of urban renewal projects within the city," Golan noted.

On the other hand, the representative of the Minister of Environmental Protection, Pearl Kaplan, believed that the damage caused to the open areas was not justified.

"The plan is the first break-in of the city's development area, which will probably not be the last. The development pressures will only intensify in the coming years, and after a first break-in into the open areas it will be even harder to withstand these pressures," she said.

"Suburban neighborhoods do not help strengthen the city but weaken it. Although it has been argued that the addition of housing units in the plan will help lower housing prices in the city, the development costs in the plan area will dictate high costs."
