Each governor can decide what measures to implement. The official line is to limit circulation from 0 to 6. But in Capital they only want to advance the closure of bars and restaurants, and Mendoza and Córdoba not apply new restrictions.

Alberto Fernández will sign in the next few hours the decree of necessity and urgency that will provide a framework for

each of the 24 governors to define how to implement new health measures

that mitigate the rise in Covid-19 infections in their respective districts.

The DNU, which will be published this Friday in the Official Gazette, "will suggest" restricting nighttime circulation between 00 and 6, according to the governor of Chaco Jorge Capitanich, passing through the Casa Rosada.

Close to the President they indicated that there will be no impositions.

The City, Mendoza and Córdoba were different from the official line

.

In the headquarters of the Executive they avoided the controversy and ensured that each jurisdiction will be able to define what measures to implement.

In the Government they insist that the measure

will not be equivalent to a curfew

.

However, the text of the regulation will include epidemiological variables to define what type of measures should be implemented: infections, the availability of intensive care units and tests would be among them.

Some districts, such as the Capital that registers more than 1,000 infections per day, do not know if they will have room to enable night-time circulation.

Horacio Rodríguez Larreta accepts that bars and gastronomic businesses close earlier but does not want to restrict circulation.

At the Buenos Aires government headquarters there was discomfort with the Government because Eduardo "Wado" de Pedro did not anticipate the text of the decree.

Strictly speaking, despite the information distributed by the Executive itself on Wednesday, the Minister of the Interior remained oblivious to the preparation of the decree.

The President reviewed the details of the DNU for long hours from noon, which will also

limit the maximum allowed in meetings in private homes to 10 attendees

(currently it is 20) and will reduce the frequency of flights to and from abroad and will require PCR tests residents on cabotage air travel and will restrict public transportation to essential workers.

He was accompanied by the Chief of Staff Santiago Cafiero, the Legal and Technical Secretary Vilma Ibarra and the Secretary of Access to Health Carla Vizzotti, who gave details about the next shipment of the second dose of the Sputnik vaccine and the arrival of Astrazeneca vaccines .

Chaco Governor Jorge Capitanich visited De Pedro and Cafiero and shared his experience of the night traffic restriction, which he implemented in Chaco.

For the provincial leader, beyond the liberties of each governor, the DNU has the guiding

force to force the governors to comply

.

However, he compared article 4 of the current decree that regulates social, preventive and mandatory isolation and distancing and that allows the provinces to adhere or not.

“A time range will be established and the province regulates it by virtue of its powers.

The decree provides a general framework whose compliance depends on the jurisdictions in terms of implementation.

We have certain parameters.

It is

a regulatory framework

that, in the use of the institutional powers of each governor, is applied, "he said before a

query

and without giving further details.

In Chaco, the provincial police and the national forces detained automobiles and motorcycles from those who were circulating without a permit.

They denounced more than 700 “clandestine parties”.

The different criteria between the Buenos Aires governor Axel Kicillof and Rodríguez Larreta will allow that on one side of General Paz it is possible to circulate at night and on the other, no.

Different measures for the same urban conglomerate: the AMBA;

contradictions that already happened in the framework of the quarantine.

“We don't know what the City will do.

On our part, we are waiting for the text of the decree to see how it would be applied in the Province, "said Kicillof.

The mayors of the Coast would have room to close later

.

"The season is not going to be affected," promised Cafiero at a morning press conference at the Malbrán Institute.

The Buenos Aires leader was very concerned during the videoconference on Wednesday between the President and the governors.

"Inevitably it is like the water rises and affects everyone, soon we will see it in beds and also in deaths," he predicted.

Together for Change released a statement with harsh criticism of the official measure that it classified as a “curfew” and demanded the involvement of Congress.

Close to Rodríguez Larreta they indicated that he did not participate in the assembly of the statement.

The Cordovan governor Juan Schiaretti, in as much indicated that his province will continue as before, without limitations to the nocturnal circulation.

We are going to continue with the work system with which we came.

In 2021, with the vaccine, we will defeat the pandemic ”, he declared.
