Today, the Ministry of Education issued two decisions, by which it delegated most of the powers of the Minister of Education to the daily affairs, personnel affairs and local services necessary for the advancement of the educational process and ensuring its smooth running away from routine.
In a statement, which SANA received a copy of today, the ministry stated that these decisions come within the framework of implementing the administrative reform project and in the interest of the principle of decentralization of work, facilitating administrative procedures and accelerating the pace of work.
In accordance with the first decision, the Ministry authorized education directors in the governorates to agree to transfer and delegate workers from the Directorate of Education to other public bodies after the approval of the Tripartite Committee, except for the transfer with the vacancy that has been updated accordingly, and the issuance of decisions to settle the conditions of workers after the approval of the Ministry and the issuance of instruments of objection to appointment in the event of failure to submit the supporting documents Required during the legal period and approval of the assignment and termination of the employees working hours according to the numerical staffing specified in the teachers union law and coordination with the branch office of the teachers union.
The mandate includes responding to all requests received from the Department of State Cases related to the employment status of workers and imposing light penalties against workers, except for the penalties for withholding and delaying promotion and issuing my decisions.
Light penalties not imposed by the relevant disciplinary court and justifying the absence of employees who follow a sports or party course for no more than ten days per month only in accordance with the regulations and approval of the requests of workers in the Directorate of Education to register in universities to obtain higher degrees “postgraduate, masters and doctoral degrees” provided that This results in a breach of the job requirements
Granting the approval to pay two months compensation for the completion of the handover and receiving process for the outgoing worker for completing the legal age in accordance with ministerial instructions, issuing the necessary instrument regarding it, granting special leave without pay and abstaining from it for workers not exceeding three months, granting and terminating the “mandatory and reserve” military service leave, and issuing the necessary instruments regarding it And the approval of granting and renewing the passport and exit visa within the conditions and instructions in force for workers who meet the terms of the grant.
According to the ministry’s statement, the second decision included delegating the governors, each within the scope of his governorate, to exercise the powers of the Minister of Education specified in the laws and regulations in force related to approving appointment and contracting with people with disabilities, issuing appointment decisions for workers other than those appointed in Article 14 of the Basic Law for workers in the state and granting approval to transfer workers From other public bodies to the Directorate of Education, except for the transfer from a productive position to a service job, transportation with the updated vacancy and approval for the travel of accredited people after clearing their financial liabilities in accordance with the instructions in force, issuance of handcuffs, the continuation of the palm of the hand, and the abolition of the ruling hand for workers and termination according to the approved principles, especially the law of the courts Behavioral.
The decision to authorize the governors also included the approval of granting the allowance "master and doctorate" contained in Article 13 of the Basic Law for state employees, granting the bonus to workers in light of Article 21 of the Basic Law for State Workers, and justifying the absence of workers who follow a sports or party course for more than ten days a month. Granting approval to transfer workers from the education directorate in the governorate to the education directorate in another governorate after the approval of the governorate to which the transfer is to be transferred and the approval to disburse the training course requirements in accordance with the ministerial instructions and to decide on the release of the personnel who are entrusted with the materials received in the event of their loss or theft in accordance with the laws and regulations in force after Polling the opinion of the Central Agency for Financial Supervision and approving the assignment of employees within the conditions stipulated in Article 34 of the Basic Law for State employees.
