Shaked's Immigration Policy Plan: Next week, the right-wing party will launch the former minister's plan, which was held together with Yonatan Jakubowicz, an immigration expert, as part of the party's platform.

The plan has three main pillars: political demands in order to gain powers in the field, such as obtaining immigration permission, the Knesset Interior Committee, and the like;

Re-enactment of the Infiltration Prevention Law, which was repealed in 2018, and enforcement of the existing law, which allows criminal prosecution of any infiltrator and his imprisonment for up to five years - a law that is not enforced;

And activities to return existing infiltrators to Sudan following the peace agreements.

The plan warns of a steady decline in the Jewish majority since 1990 by one percent every five years on average (and a total of eight percent cumulatively to date), following and alongside the economic miracle the country has gone through in those years.

This trend, it is said, continues even though the fertility rates of the Jewish population are on the rise.

"We are at a critical point in time, so in the next government we will place the promotion of responsible immigration policy for the State of Israel as a first-class strategic goal," the plan said.

Leap in asylum applications

The plan also addresses a thousands of percent increase in asylum applications filed in the country, some from citizens of completely safe countries such as Russia, Georgia, Mongolia, the Philippines and more.

Data provided by the program shows that in 2009 the volume of asylum applications was about 1,500, while in 2017 the volume was already 16,000 applications.

While the application is being considered, the applicants are allowed to work in Israel and the hearing of the application can take a long time.

The plan proposes to ban immigrants who have applied for asylum to work in the first year, apply the "Deposit Law" to immigrants whose application is delayed for more than a year, and carry out a procedure for examining and quickly removing fictitious applications.

Beyond the phenomenon of infiltrators from Africa, the program also addresses illegal residents who come with a tourist visa from Eastern Europe and stay in the country, a phenomenon known as economic migration.

It is estimated that there are 150,000 such residents in the country who entered the border crossings, but despite the fact that their tourist visa had expired, they did not leave.

MK Shaked: "An orderly and coherent immigration policy is important in order to deal with a phenomenon that all Western policies deal with.

"Israel is also dealing with migration from Africa and Eastern Europe, and it is important to bring order and preserve the Jewish character of the country."
