After the session of Congress was interrupted in the afternoon by the rioters who took over the Capitol, the parliamentarians resumed their session on the night of Wednesday to Thursday.
At around 3:30 a.m., the state-by-state tally of Electoral College votes allowed Joe Biden to surpass the required 270 threshold, becoming the 46th President of the United States.
In the end, it was Vice President Mike Pence, who chaired the meeting, who uttered the fateful words:
"The announcement of the result of the vote will be regarded as a sufficient declaration for those elected President and Vice President of the States United begin their mandate on January 20, 2021. "
