Marlène Schiappa: during the second confinement, "domestic violence increased by 60%"

2021-01-09T17:58:51.523Z

The Minister for Citizenship attributes the increase in domestic violence to the tension that reigns in the country. She is otherwise

Minister Delegate for Citizenship, Marlène Schiappa, notes that domestic violence increased more during the second confinement than in the spring.

Three gendarmes were killed in Puy-de-Dôme during an intervention in the context of domestic violence.

The author had been the subject of several complaints, he was armed.

When will men suspected of domestic violence have their weapons withdrawn, if they have any?

From the first complaint against them?

MARLÈNE SCHIAPPA

.

It is precisely possible since the Grenelle of domestic violence!

It is even a measure that I had passed, via the law that came into force a few months ago.

Because when we methodically look at the cases of feminicides, violence with weapons is the first mode of operation, more than beatings.

So how did the Puy-de-Dôme tragedy come about?

The killer's current companion had not filed a complaint and we cannot act on the past with the new law.

Justice will have to shed light on the precise unfolding of the facts.

Associations deplore insufficient resources, in particular for the social support of victims.

They are in their role.

It is even very good that this pressure is maintained by civil society.

But we are moving forward.

I ordered the police and the gendarmerie that 100% of the complaints be taken, that they be well qualified and transmitted to the prosecution.

We want women to also have social support.

It is for this reason that I wanted, with Gérald Darmanin, to increase the number of social workers in police stations and gendarmerie brigades.

Whole territories did not have one.

We therefore set ourselves the objective of at least two social workers in each department.

In 2020, there were thus 67 recruitments.

In all, that makes 355 professionals who work today throughout France.

And for the year 2021, at least, around thirty other recruitments are planned.

Where is the training of police officers and gendarmes regarding the reception of female victims, deemed unsatisfactory?

We have completely revolutionized the way they are trained.

From now on, there is a compulsory module of 120 hours at the Chaumont school in the initial training for police and gendarmes.

We teach them what it is to be amazed, control, psychological violence, how to address a woman victim of sexual violence, etc.

100% of students are trained.

In addition, since the Grenelle, 46,000 members of the police have been trained in continuous training.

Have other tools been deployed?

Yes.

The danger assessment grid is now in all police stations and gendarmerie brigades, for example.

It is a grid of 23 questions built with the experts, which allows to better assess the risks and to prevent before the worst happens.

Moreover, we are in the process of adapting it by having it translated into 15 different languages so that foreign women, or women who are in France on Erasmus, can have the best possible complaint qualification.

PODCAST.

One year after her testimony, what becomes of Laura, 32, survivor of a feminicide?

What effect did the second confinement have on domestic violence?

Even if it was less rigorous than the first, we observe, paradoxically, that it recorded more reports on the platform arretonslesviolences.gouv.fr.

In this case, an increase of 60% compared to a normal period, while this increase was 40% last spring.

How do you explain it?

With the pandemic, the looming economic and social crisis, there has been an extremely high level of tension since this fall, with fewer pressure relief valves for people who had to stay at home.

It had an impact.

“I understand the questions and I understand the impatience to be vaccinated,” says Marlène Schiappa./LP/Olivier Arandel

The government has been heavily attacked in recent days over its management of the vaccine.

Do you admit that you were too slow?

I understand the questions and I understand the impatience to get the vaccine.

We are in a difficult and unprecedented situation, but France remains one of the only countries where health is accessible to all, where you are not asked for your credit card when you arrive at the emergency room, where Social Security takes care of tests and vaccines… A fortnight ago, everyone said that we had to be careful and not to vaccinate by force.

Now everyone wants to speed up.

So much the better.

More than 200 artists have called for vaccination to "lead by example".

Shouldn't the political class do the same?

Of course!

Personally, I am very supportive.

In the United States for example, Kamala Harris was vaccinated in front of everyone and this convinced many skeptics.

It is the neuropsychological mechanism of the publicity of an action: it is made public to show the satisfaction of the person, it arouses envy and interest.

So when my immunization turn comes, I will let it be known as well.

What do you think of what happened at the weekend in the United States?

Did that remind you of the images of the yellow vests?

Absolutely.

We have forgotten that a ram device had broken down at the time the door of a ministry, that of Benjamin Griveaux, government spokesman, while people were working inside.

And that wasn't to bring him flowers and chocolate.

We have also seen demonstrations with the head of the President of the Republic at the end of a peak, the offices of deputies ransacked.

More than ever, we must remain vigilant.

You have been at the heart of a controversy over a video posted on your Instagram account where some accuse you of having carried out a product placement for a Brazilian smoothing.

What exactly is it?

This is obviously false, my lawyer answered it.

But it is Kafkaesque to observe that the media and social networks of one of the main world powers debated for forty-eight hours about a hair treatment!

I would like as much visibility for the platform arretonslesviolences.gouv.fr where the police help women to file complaints 24 hours a day.

This is important.
