Tactical nuclear missiles, multiple warheads and a nuclear submarine: North Korea's dictator wants to expand his country's nuclear arsenal. Apparently he is aiming to escalate the conflict with Washington.

North Korea's dictator Kim Jong Un has announced plans to expand and modernize his country's nuclear weapons program in the conflict with the United States.

"The development of nuclear weapons continues uninterrupted," Kim said, according to state media reports on Saturday at the five-year congress of the Korean Labor Party, which he led.

North Korea, for example, has now completed the plans for a nuclear-powered submarine and the drafts are now in the "final review phase."

Such a weapon would change the strategic balance of power, as it would enable Pyongyang to secretly transport missiles close to the US coast and thus drastically shorten the warning time before a possible attack.

In addition, Kim claimed, his country is developing tactical nuclear weapons and multiple warheads to defeat missile defense systems.

New escalation in the nuclear dispute?

Shortly before the inauguration of the newly elected President Joe Biden, the dictator described the United States as the "greatest enemy" of his country.

Pyongyang must focus on "disrupting the United States," said Kim.

Without specifically naming Biden, the 37-year-old said, according to the official news agency KCNA: "No matter who (in the US) is in power: the true nature of your policy against North Korea will never change."

Kim's comments point to an escalation in the dispute with the United States, which has been smoldering for years.

He and the outgoing US President Donald Trump had a special relationship.

Both had met three times in person.

However, the last summit between Trump and Kim in Hanoi in February 2019 failed.

Since then, the US government’s negotiations with Pyongyang to dismantle the North Korean nuclear program have been on hold.

Tensions between North and South Korea also intensified again.

Kim had attacked future US President Biden sharply in the past.

Among other things, he called the former US Vice President a "mad dog".

Biden, in turn, called the North Korean ruler a "criminal" during the US presidential campaign.

The US State Department has not yet commented on Kim's recent remarks.

A spokesman for Biden's transition team declined to comment.
