The Trump administration yesterday (Monday) returned Cuba to the list of pro-terrorism countries.

Secretary of State Mike Pompeo, who announced the move, justified it by furthering Cuba's shelter for American criminals and its support for Venezuelan President Nicolas Maduro.

This is another significant step that Washington is taking towards the end of the term of the President of the United States on January 20.



Removing Cuba from the list was one of the notable achievements of former President Barack Obama, who promoted the thaw in relations with the communist island.

Elected President Joe Biden, then Vice President, supported the establishment of relations, which were frozen after the communist revolution led by Fidel Castro in 1959.



Havana called the move "political opportunism."

As he did with Iran, Trump sought to reverse many of Obama's achievements toward Cuba.

It has taken a hard line against Havana and has reinstated many sanctions that the Obama administration eased or removed as part of improving diplomatic relations between the two countries in 2015.



Since Trump took office, following an election campaign in which he sharply attacked the Obama administration's steps to normalize relations with Cuba, relations between the two countries have become increasingly tense.



Removing Cuba from the list of sponsoring countries - led by Obama - has been a major target of attacks by outgoing President Pompeo and other hawks in the current administration.



In addition to criticizing Cuba for its support of Maduro, the Trump administration has suggested that Cuba is behind a mysterious attack that has left dozens of U.S. diplomats in Havana with brain damage since 2016.

Cuba has repeatedly refused to hand over wanted American fugitives who were granted asylum on the island, including a black activist convicted of killing a soldier in New Jersey in the 1970s.

In addition to the status of a political refugee, wanted American exiles received free housing, health services and other benefits in Cuba, thanks to the Cuban government's policy that the United States has no "legal or moral basis" to demand their return.



However, perhaps the biggest change in the rifle policy since 2015 is the extensive backing it has given to its section, which is considered a dictator whose economic policies have caused five million of its citizens to emigrate from their homes.



Havana has a long-standing alliance with Maduro, though it has long denied that it has 20,000 troops and intelligence personnel in Venezuela, claiming it has carried out no security activities in the country.

However, senior officials in the country have already been quoted as saying that they have the right to have extensive military and intelligence cooperation with Venezuela, which they believe is legitimate.



Relations between the two countries have only grown stronger in the last two decades, with Venezuela sending billions of billions of dollars worth of oil to Cuba and receiving only tens of thousands of dollars for it.

However, few U.S. allies believe that Cuba has remained a sponsor of international terrorism.

The debate between them has revolved around her support for Maduro or the truth of Washington's claims that the Cuban authorities are funding or planning terrorist acts around the world.



House of Representatives Gregory Mix, the new chairman of the House Foreign Affairs Committee, attacked Trump's steps and said they would not help the Cuban people, and were only meant to tie the hands of the Biden administration.



"Cuba's nickname as sponsor of terrorism, less than a week to end his term "And after inciting a domestic terror attack on the United States capital, it is hypocrisy," he told the Associated Press.



Nevertheless, with the support of Cuban and Venezuelan exiles from Florida, the Trump administration has steadily expanded restrictions on flights, trade and financial transactions between the United States and the island. The



latest sanctions have put Cuba on a par with North Korea, Syria and Iran - the only countries that Washington defines as financing terrorism from state funds.

Implications of the move - especially at the diplomatic level

As a result of Pompeo's declaration, travel from the United States to Cuba will be avoided in most cases, as will the transfer of funds to Cuba from relatives in the United States - a significant source of income for the poor island.



However, due to the economic damage caused by the Corona epidemic to businesses on the island that rely on dollar revenues, as well as due to previous Trump administration sanctions on Havana such as the ban on cruise pleasure between states and restrictions on remittances, the latter move means mostly diplomatic.



"It really slows down all the thaw in relations with the Biden administration," said Emilio Morales, an exiled Cuban economist and president of the Havana consulting firm in Miami.



In his estimation, making this move "back" by Biden would take at least a year and would require in-depth preliminary research by Washington.

In addition, it is doubtful that Biden, who played no significant role in the process of normalizing relations with Cuba, would be willing to invest political capital as Obama did, and throw a lifeline to the Cuban leadership for no consideration.
