Aware that the Covid epidemic and the vaccine strategy will occupy minds for the next three months, the executive is still trying to advance the other sensitive issues of the five-year term.
Among them: the referendum announced by Emmanuel Macron.
Less than two years before the presidential election, in a complicated health context, with oppositions reluctant to compromise,
"we have a mandate to find a solution"
, assures a minister.
The text, taken from the proposals of the citizens' convention on the climate, proposes to add to Article 1 of the Constitution:
"The Republic guarantees the preservation of biodiversity and the environment and the fight against climate change."
But the verb “guarantee” poses a problem in both the Senate and the National Assembly.
Too risky legally.
Even within government, some would prefer to replace “guarantee” with “promote” or “aim at”.
